Pasco County has been no stranger to reports of corruption and unfair practices involving employees. The City of New Port Richey is a city within Pasco County with a population of 17,490 residents. It is a little over 4.5 sq miles in size. It has an 89.46% white demographic with a majority of high school prepared individuals. 9.20% of the population have a bachelors degree. 

The city of New Port Richey has been the subject to legal scrutiny including allegations of abuse of process and civil rights violations. The subject of many city council meetings remains the concept of transforming the region to a more visually appealing and inviting location. This puts significant reliance on the Code Enforcement division of New Port Richey to participate in the adherence of their plan. In 2012, The City of New Port Richey enacted a demolition ordinance that would allow the city to unanimously determine an unsafe structure based on their own employees designation. 

What happens when you disagree with the City of New Port Richeys opinion of "dilapidated"? Ask Ronald Howarth, who even after hiring an independent engineer to contest the actions-was discredited. Ronald Howarth was refused the ability to file a police report. 

In 2021, Code Enforcement of the City of New Port Richey made an accusation of building without a permit. Michelle was denied the right to request another Code officer in protection of her private property rights. After months of harassment and intentional delaying of court hearings by the Code Enforcement staff, Michelle sought out a grievance form to find there was none online like other Cities surrounding. She was told that there "was no grievance procedure". An email was sent titled "grievance" to the city manager without any response for months. While waiting for a court hearing, On March 16th 2022, 14 employees of the city of New Port Richey Police department, Code enforcement, attorney and fire department executed an improper "inspection warrant" without owner present. Michelle Wojciechowski then tried to file a police report which was rejected by the Police Department. 

FDLE, State Attorney, Attorney general, OIG, County commissioners and all other avenues had been exhausted reporting this as a local issue. 

The City of New Port Richey needs to be accountable for a reportable grievance that is documented and able to be followed by the claimant. Without this in place, there leaves room for unethical and collusive behaviors by agencies who are investigating their own conduct.
