I am submitting this formal complaint to request an internal investigation into an incident involving Vermont State Trooper Lauren, which occurred in or around September 2013 at the Shaftsbury Barracks of the Vermont State Police.

During an official interaction at that location, Trooper Lauren intentionally exposed her breasts to me, a 31-year-old civilian, while acting under color of state authority. This act was unsolicited, inappropriate, and constituted a breach of professional conduct, decency, and public trust. The incident occurred in what I believe to be a custodial or semi-custodial context, and no justification or provocation existed for this behavior.

This misconduct caused me significant emotional distress and represents a violation of both the Vermont State Police’s Code of Conduct and applicable laws concerning professional ethics, workplace behavior, and civil rights.

I respectfully request a full internal investigation into this matter, including a review of any complaints previously filed against Trooper Lauren, and disclosure of relevant internal affairs or disciplinary history.

I am prepared to submit a sworn affidavit and supplement with additional documentation upon request. I also request access to complaint procedures and applicable records under Vermont's public records laws.
