Underage children (13+ but age is not verified) are allowed to set up accounts on Instagram, Snapchat, Discord and other servers without parental knowledge or consent. This allows for potential innapropriate behavior and abuse. Attempts to contact these companies to delete accounts are ignored and parents are directed to ask their child to delete the account. If your child is unwilling to share access information- there is no way to delete these accounts.
