Include "Threats of Sexual Violence" and "Sexual Harassment" in Reporting Options

The Issue

Summary: It is not possible to report content on Facebook for being sexual harassment or threats of sexual violence (you can report content for being a threat of violence, or for being sexually explicit content - thus rendering it impossible to accurately report sexual harassment or threats of sexual violence).This needs to change.

Recently, some women and I received rape threats from a man on Facebook. Some of these women were teenage girls. When we reported these comments to Facebook for "being sexually explicit", as well as for "being a credible threat of violence" (to cover our bases, because you CANNOT currently report sexual harassment or threats of sexual violence on Facebook), we received notifications from Facebook telling us they had viewed our reports and found that the comments DID NOT violate Facebook's Community Standards.

THIS IS ABSURD!

There are many different options for reporting content (i.e. comments, photos, posts, etc.) on Facebook. You will even get different Report options depending on whether or not the person whose content you are reporting is on your Friends List.

  • If the content is from someone who is on your Friends List, you can't report it for being sexually explicit (WHICH MAKES NO SENSE). Only 2 of the options for this kind of reporting allow you to report content for being of a threatening nature. You can report it under "threatening" for "It offends a race, sex, gender, orientation or ability", or you can report it for being threatening under "It's about me and I don't like it."
  • If the content is from someone who is not on your Friends List, you can report it for either being about you, or about someone else. If this person is not on your friends list, the ONLY way you can report it for being of a "threatening" nature is if you report it for "Violence or harmful behavior" and then report it for "Credible threat of violence" (which, as we found, Facebook does not believe a threat of rape to be). You can also report the content for being "Sexually explicit content".

You can report content for being many things on Facebook, including (but not limited to) the following:
-Threats of suicide
-Describing how to use, buy, or sell drugs
-Being an unauthorized use of your intellectual property
-Going against your beliefs
-Containing private information like your phone number or address
-Drug use
-Graphic Violence
-Hate Speech
-Sexually Explicit Content

But, you CANNOT report content for being sexual harassment, or containing threats of sexual violence.

Rape, as well as threats of rape, should always be taken seriously. Rape is not sexual, so you cannot accurately report a rape threat for being "sexually explicit content". And though it could be a "credible threat of violence", Facebook does not seem to regard rape threats as such.

WHAT DO WE WANT:
We, who have signed this Petition, want Facebook to create an addition(s) to the Reporting process to specifically address and include "sexual harassment" and "threats of sexual violence" options to the reporting list. An example of how this might look is as follows:

-Threats:

  • -Violence
  • -Rape/Sexual Violence
  • -Self-harm
  • -Suicide

-Harassment:

  • -Sexual 
  • -Stalking
  • -Bullying

And, we would like for Facebook's Community Standards to openly acknowledge and commit to its stance AGAINST sexual harassment and threats of sexual violence, and to reflect this sentiment in its Reporting options.
