To the Heads of State of the Russian Federation, Republic of India, and People's Republic of China:
We, the undersigned citizens of the world, representing diverse voices in global governance, sustainable development, and planetary rescue initiatives, address you in this hour of Extreme Planetary Emergency. The global metacrisis—encompassing climate collapse, nuclear brinkmanship, economic disintegration, biodiversity loss, and social upheaval—has spiraled out of control, pushing humanity to the brink of extinction. Despite your nations' collective power and influence for over a decade, the failure to act decisively has exacerbated this peril. All leading nations bear significant moral responsibility for this trajectory, and the Russia-India-China (RIC) nations must now lead with unprecedented courage.
We urge you to immediately declare the RIC Federation, anchored on the Primakov Doctrine of trilateral strategic partnership, as the critical response to end this metacrisis. This federation must prioritize pluralism, interconnectedness from Eastern philosophies, and unified action for humanity's survival. The RIC federation should develop new federal structures for collective governing using the Constitution for the Federation of Earth as a template and starting point for discussions.
As an Emergency Response, you should collectively tender your resignations at a reasonable future date in order to transfer governing to the emergent RICs federal structure. This selfless act will clear the path for an open, fair, and transparent selection of an interim President and Secretariat of the RIC Federation by 5:00 PM IST by Monday January 5, 2026.
The interim President and Secretariat shall adhere to these binding timelines:
Declaration of BRICS Federation by Friday January 9, 2026 by 5:00 PM IST on 2026, expanding to BRICS++ encompassing ~60% of the world's population under India's Presidency, which commences on 1 January 2026.
Declaration of a unified and pluralistic ethno-federal Earth State and formation of the Earth Emergency Rescue Administration (EERA) (as ratified in World Legislative Act 6 by the 2nd Provisional World Parliament in New Delhi, 1985 and updated in World Legislative Act 91 by the 16th Provisional World Parliament in Pondicherry, 2025) by 12:00 noon IST on Thursday January 15, 2026.
Formalization of the emerging Earth State with provincial and district administrative boundaries by Wednesday April 15, 2026.
