FINAL PUSH: Back Texas and California—Fix MAJOR STAR ACT in the 119th Congress
To everyone who signed the petition,
This is our final coordinated push to get the Major Star Act and TCAVA right in the 119th Congress.
The American Legion’s 107th National Convention runs from August 28 through September 3 in Louisville, Kentucky.
During that convention, California Resolution 31-2026 and Texas Resolution 7-2026 are scheduled to be presented to the Veterans Affairs & Rehabilitation Convention Committee at 9:00 a.m. Eastern on Sunday, August 30. Both resolutions oppose TCAVA as written.
Those Legionnaires are taking the fight inside the convention. We are going to back them up with a nationwide congressional email blast.

Our message demands:
• Include VFW, DAV and IAVA in every TCAVA meeting and negotiation—with equal notice, access, materials and time.
• Replace TCAVA Section 101 with the full Major Star Act text in H.R. 2102 and S. 1032.
• Remove the Section 104(b) VA home-loan funding-fee increases.
• Remove Section 108’s tinnitus and sleep-apnea rating changes.
• Stop presenting supporter-only meetings, coalition letters or national-office endorsements as veteran consensus.

This is not an effort to stop the Major Star Act. Major Star Act veterans lose earned military retired pay every month. That harm is real, and Congress must correct it.
But Congress must pass the full Major Star Act—not TCAVA’s weakened Section 101—and it must not make future disabled veterans or VA home-loan borrowers pay for it.
Texas and California are giving Legionnaires an opportunity to challenge National’s position through the organization’s resolution process. Our job is to make sure Congress hears the same message at the same time.
Do not assume someone else will send it. Do not stop after opening one draft. Send all four, then forward this email to every veteran, family member, VFW member, DAV member, IAVA member and Legionnaire you know.
