Explain why Charlotte Owen has been made a life peer in the House of Lords

The Issue

Charlotte Owen's career as a special advisor was 20 months long, although it may well have been shorter as she did not appear on the June 2021 report on Special Advisors. Despite this, she has been made a life peer (the youngest ever appointed) as per Boris Johnson's resignation honours list. Is it possible to explain why someone whose time served in a career is best measured in months is thought to be best suited to spend the rest of her life shaping the laws that will affect everyone living in this country?

As her decisions will be directly affecting the lives of the people in this country, it is only right that the same people are presented with a justification for this decision.
