Expel the Islamic Republic’s Ambassadors: Stop the Crimes Against Humanity in Iran

The Issue

We, the undersigned, call on the governments of European countries to take immediate and coordinated diplomatic action in response to the ongoing and systematic crimes committed by the Islamic Republic of Iran against its own population.
Since 1979, the authorities of the Islamic Republic of Iran, under the ultimate authority of Ali Khamenei, have engaged in widespread and organized violations of fundamental human rights, including but not limited to:

  • Extrajudicial killings of protesters
  • Arbitrary and mass arrests
  • Torture and inhuman or degrading
  •  treatment of detainees
  • Enforced disappearances
  • Systematic repression of women, ethnic minorities, and political dissidents


These acts constitute crimes against humanity and, in specific cases, genocide under international law. They have been extensively documented by independent human rights organizations and United Nations mechanisms.
Despite this, the continued operation of embassies and consulates of the Islamic Republic of Iran in European countries allows the regime to:

  • Maintain diplomatic legitimacy
  • Conduct intelligence, surveillance, and intimidation operations against Iranian dissidents and activists abroad
  • Project a false image of normal diplomatic relations that contradicts the reality inside Iran


Our demands are clear and non-negotiable:

  • The immediate closure of all embassies and consulates of the Islamic Republic of Iran across Europe

 

  • The expulsion of all ambassadors, diplomatic personnel, and regime-affiliated agents

 

  • The formal recognition of these crimes as crimes against humanity and, where applicable, genocide

 

  • The complete diplomatic isolation of the Islamic Republic of Iran until all state violence ceases and all political prisoners are unconditionally released

 

  • Since the European Union designated the Islamic Revolutionary Guard Corps (IRGC) as a terrorist organisation on 19 February 2026, the next necessary step is the full and consistent enforcement of all legal consequences of that designation: the freezing of assets, the closure of financial channels, and the prohibition of any direct or indirect economic support, business relations, or material resources benefiting the IRGC and its affiliated networks.

 

  • We call on Germany and its European partners to politically recognize Reza Pahlavi as a leading figure of Iran’s democratic transition and to invite him for consultations on the orderly formation of a transitional framework after the end of the regime of the Islamic Republic.

 

We address this demand explicitly to the governments and political leaders of:
Germany, France, the United Kingdom, Italy, Sweden, Norway, the Netherlands, Belgium, Austria, Spain, Switzerland, Denmark, Finland, Ireland, Poland, the Czech Republic, Greece, Portugal, and all other European states.


Maintaining full diplomatic relations with a government credibly accused of crimes against humanity is incompatible with the principles and obligations of democratic societies.


European governments have legal obligations under international human rights law and moral responsibilities toward the victims. Silence and symbolic condemnation are no longer acceptable.
Close the embassies.
End diplomatic normalization with repression.
Stand on the side of accountability, not impunity.
