Every day as I drive through my neighborhood, I witness a heartbreaking scene—a puppy, less than a year old, spends its entire day tied to a tether, deprived of any meaningful interaction or play. No dog should face a life of isolation and loneliness. Sadly, this is not an isolated case—many dogs throughout Buncombe County endure similar conditions because current anti-tethering laws apply only within Asheville city limits.

Asheville has been a pioneer in animal welfare within Buncombe County, having implemented comprehensive anti-tethering laws that protect our four-legged friends from such distressing situations. Under these laws, dogs cannot be left tethered for extended periods, ensuring they receive proper care, companionship, and exercise. However, the reach of these laws is limited to the city boundaries, leaving thousands of animals in surrounding areas vulnerable.

I have emailed all Buncombe County Commissioners about this issue, but feel like action might be taken if we have a petition with as many signatures as possible letting them know this is important to our community.

We have a responsibility not just to animals within Asheville, but throughout all of Buncombe County. Dogs are social creatures that thrive on companionship and interaction. Long-term tethering is cruel and detrimental to the dog's health and well-being.

The ask to Buncombe County is simple: adopt and enforce the same standards currently in place in Asheville City limits for the entirety of Buncombe County. By doing this, we can ensure that all dogs live lives filled with the attention, freedom, and care they deserve.
