Thanks to everyone who signed the petition! I had to step back from this for a family matter but today I completed and sent the letter to TPWD requesting the Department accept that wing foil boards ARE sailboards for the purpose of USCG PFD exemption. I included an alternative that TPWD allow impact vests be accepted as substitutes if the want to insist that floatation be worn. So now we wait for a response. Maury
