The Issue

Dear FCI European Section members,
Due to the invasion of Ukraine by the Russian Federation with the help of Belarus, countless murders of Ukrainian dog breeders, the torture of their children, continued destruction of their houses and kennels, the purposeful killing of their dogs, the Ukrainian Kennel Union asks you to support our appeal to terminate the membership of Russian Kynological Federation (RKF) and Belorussian Cynological Union (BCU), as the representatives of the aggressor-countries who by their actions in the cynological world openly support the bloody politics of their governments, in the FCI according to the Art. 13.3 of the FCI STATUTES.
We kindly ask the members of the European section to turn to the FCI Board with the request to terminate the membership of RKF and BCU now, without waiting the FCI General Assembly in Madrid and stop supporting and sponsoring the war in Ukraine.
Since 2014 the RKF has been registering dogs born on the territory of Ukraine, openly disregarding the decision of the FCI dated April 2016 that UKU is the only FCI member who can register dogs born in Crimea (Ukraine) and later in Luhansk and Donetsk regions (Ukraine).
Multiple gross violations by the RKF of the FCI STANDING ORDERS Art. 20.1.
We have sent dozens of items of evidence of these gross violations of the FCI Governing Rules by the RKF and to date we have not received any response or reaction.
The RKF accepted judges residing in Crimea (Ukraine) and added them to the Russian list of judges without asking approval of UKU, despite the fact the some of them had been suspended by UKU.

The RKF continues to organize national shows and working events on the territory of Ukraine, upon the evaluations received by the dogs, issuing the certificates to be recognized by the FCI member countries and at the registration for the FCI events in the champion and working classes.

All these violations during the past 8 years were admitted by the silence of the FCI despite all our appeals.
As from the beginning of the bloody stage of the war in Ukraine on February 24th 2022, when Russia and Belarus attacked Ukraine, as the members of one of the most humane organizations of the world, we have shown repeated evidence of both the RKF and BCU openly supporting the undeniable murders of people and animals, and the destruction of cities in Ukraine.
All members of UKU have faced undeniable hardships in the past years, yet none can understand why the FCI is yet to take any action. Our members have directly experienced the destruction of houses and infrastructure, in some cases the entire cities and towns. The damage and impact extends far beyond the reported cities of Kharkiv, Mariupol, Chernihiv, Bucha, Hostomel, Borodianka, Katiuzhanka, Kherson, Melitopol, Mykolayiv, Odesa, and Lviv.
Our members have been killed. UKU breeders, sportsmen, trainers, handlers, and groomers, in the so-called “special operation”. Others faced torture and rape, of both women and children. We have received harrowing details of soldiers entering the houses of breeders and cold-bloodedly shooting ALL DOGS in the kennels just because they are barking, of the torture and murder of dogs to force owners to hand over any money they have. Small explosives have been thrown into the gardens of dog owners, again causing countless death and injury. We have seen the complete destruction of more than 10 large kennels, and the death of all dogs there.
In context, millions of Ukrainian people, including large renowned kennels have been forced to leave everything they have and run away, desperate to save their children and animals.
It is impossible for us now to count how many dogs have escaped in fear of explosions and their owners will never find them again. It is impossible for us now to count how many dogs lost their owners and but still are loyally waiting for them next to the ruins of their houses. It is impossible for us now to count how many dogs died of hunger, stress, illnesses without proper veterinary care.
Whilst some may try to argue a disassociation of the activities of soldiers and the FCI community, it is the open support of these activities that the FCI must now condemn and punish.
UKU has been incredibly grateful for much of the FCI, of all of you and your members and the rest of the cynological world uniting to gather funds, food and first necessity products for Ukrainian dogs. Millions of volunteers are working day and night to provide any possible help to the people and animals suffered from the war. Foreign breeders are helping daily to evacuate and give shelter to dogs sold to Ukraine and to all the others. Much of the world understands the scale of grief caused by the war and the death of innocent people.
Yet, at this very time, what do we see from the RKF and BCU members and breeders?
- RKF and BCU breeders are writing countless messages of hatred and wishes of death to all Ukrainian citizens, including “hope you all die faster and we never see you again in the rings”, or “get ready as UKU will not exist anymore and you all will be under RKF”.
- RKF and BCU breeders are naming puppies and kennels using half-nazi swastikas “Z”.
- RKF and BCU judges are celebrating the death of Ukrainian people.
- RKF show organizers are sending money collected from show entry fees directly to Russian soldiers in Ukraine, thus DIRECTLY SPONSORING the war and genocide of Ukrainian people.
- RKF has published on its official site decisions of the Presidium meeting one of the points of which “to entrust the RKF show commission develop a regulation of the shows with attribution of the title Champion of Russia on the territory of Ukraine”.
- RKF is punishing judges, excludes the clubs headed by them, cancels their shows for any open sympathising for Ukrainian cynologists as it goes against the “RKF code of Ethics”.
- RKF is registering Ukrainian puppies in their stud book using only copies of the pedigrees of the parents by the fake “rental agreement” allegedly signed around the date of mating.
According to the FCI’s open reporting, no money or support has been provided from the RKF or BCU to the FCI special fund to support UKU and its members.
The RKF and BCU instead continues to show their dogs at the FCI dog shows, receiving FCI titles, selling dogs with FCI pedigrees and again we have provided evidence of their members openly laughing in the face of Ukrainians that our dog owners cannot do it, but they can.
Much of the war is being conducted in the face of hatred, and the destruction of everything and everyone Ukrainian, the destruction of Ukrainian cynology, and representatives in the FCI, the RKF and BCU have openly supported it.
According to the Article 4 of the FCI STATUTES, no discrimination against any country is accepted within the FCI and two its members – something the RKF and BCU and their members are doing repeatedly and grossly.
The main aim of the FCI is support of humanity and protection of the dogs, but at this stage any inaction now by the FCI, by keeping in members of the RKF and BCU, and allowing them to work under the aegis of the FCI, regrettably directly sponsors the war, and supports the destruction of Ukrainian cynology. The FCI must now follow the decisions of all European and world humanitarian, sports, and human rights organizations.
