Establishment of School Education & Skill Board for Children with Disabilities

The Issue

National Education Policy 2020 is promoting the concept of Inclusive Education and that children with and without disabilities should study together in the same Class room setting. This may be possible for children with mild and moderate disabilities, but it is almost impossible for children with severe and profound disabilities in all 21 categories as defined under Rights of Persons with Disabilities Act 2016. The syllabus as per NCERT cannot be implemented vis-a-vis the desired IEP based learning. There is limited understanding about accommodation and adaptation in teaching learning pedagogy for Children with Disabilities. The student teacher ratio is not as per norms for CWSN as per statutory bodies guidelines. As there is a relaxation in the upper age for admission in any class as per RPWD Act 2016; and children age is upto 18 years as against 14 years: the present day school system is neither prepared nor focussed on providing school special education as per the needs and requirements of the children with disabilities. Children who are home based apart from drop out and students facing issues with current school education board are crying desperately as they are being left out in the country due to absence of any specific special education school board / skill board for education / training of children with disabilities. Special Schools in the country are working in a haphazard manner without any nodal agency coordinating them at the state govt or Central govt level. 

A school education cum skill board once formulated for the education of the children with disabilities shall protect their interest, rights and be able to meet the education needs of children with disabilities. It will not only empower the cwsn but also provide them their true fundamental right to education with education of their choice.
Millions of children are not able to join school due to the present inappropriate system wherein the children with disabilities are taught by special educators but their board examination is being taken by non-special educators. It is a fit case for Public Interest Litigation. However, your vote here will strengthen the movement and support the cause of education for the children with disabilities as per their need and choice.
