Introduction
Homelessness is one of the more complex social issues individuals face today. Oftentimes, more than a temporary fix is needed to address the deep-rooted barriers unhoused people face daily. With all of the different potential needs, it makes sense that navigating local resources can be difficult. For some people in the community, immediate housing may be the biggest challenge, while for others, employment, transportation, food, or substance use resources may be the primary areas where they need support. Accessing resources can become a barrier in itself. It is important to connect community with immediate support efficiently. This petition proposes developing an emergency homeless resource center in Greenville, Texas. This center would provide individuals experiencing homelessness with support, including overnight shelter, food, and hygiene resources. Along with immediate support, a variety of community referrals would be available to address multiple needs, including substance use, mental health services, and employment opportunities. Acting as an outreach program helps individuals receive the basic care they seek while allowing them to request additional services when they are ready. With an area as vast as DFW, providing a local homeless resource center within the community helps meet people where they are and assist them in determining their next steps.

Homelessness is often associated with individuals who do not have a home; however, homelessness is often much more complicated and has a variety of different causes. Many unhoused people struggle with things like finding transportation, mental health issues, proper documentation, or difficulty finding employment. These problems can feel even more compounded in a rural community like Greenville, TX.
Greenville, TX, is a small, rural city growing rapidly due to its proximity to the DFW metroplex. Greenville had a population of 28,115 people in April 2020 and grew to 37,069 in July 2025. That is a 31% increase in 5 years! In that time, Greenville’s resources for unhoused people have not increased (United States Census Bureau > Communications Directorate - Center for New Media and Promotion, 2025).
Greenville currently has few resources, including the local Salvation Army, FISH Ministries, and Women in Need. However, these resources are fragmented and limited. Greenville needs a centralized homeless resource center that can also fill gaps in existing services. This resource center could offer emergency overnight shelter, shower/laundry services, behavioral health and substance use referrals, and connections to existing resources in Greenville.
To bridge these gaps, an integrated resource center for the homeless in Greenville would unify existing services while providing supplementary assistance. The resource center could establish partnerships with community agencies, including churches, mental health providers, and businesses, to provide access to an emergency shelter, basic essentials, transportation assistance, identity verification, credentialing services, hiring agencies, and referrals for mental health and substance use services. Instead of replacing existing services, the resource center could provide a specific location where people experiencing homelessness can access resources they need. Support from community leaders, local agencies, and city members would be an important asset to securing funding, finding a suitable location, and building a team to collaborate and bounce around ideas, which is necessary to establish and sustain the resource center. This petition is directed to the Greenville City Council local government leaders, and community stakeholders, including organizations such as FISH Ministries and local domestic violence shelters, who can help support and collaborate to address the needs of individuals experiencing homelessness.

As mentioned, homelessness in Greenville is a complex community concern that historically has not seen effective change through only short-term help or fragmented services.
