Establish Tuition-Free Community College for California High School Graduates

Higher education is more than just a degree—it’s the key to opportunity, innovation, and lifelong success. It empowers students to turn their passions into careers, and contribute to a stronger California. Yet, for too many high school graduates, the dream of college is slipping out of reach simply because of the cost.
California has always been a land of opportunity, but skyrocketing living costs are driving our brightest young minds out of the state. We must put an end to this trend. It’s time to ensure that every California high school graduate has access to affordable—if not entirely free—higher education.
Community colleges are the backbone of our education system, serving adult learners, immigrants, and students who simply cannot afford the soaring costs of four-year universities. According to the California Community Colleges Chancellor’s Office, our 116 community colleges form the largest higher education system in the nation, serving over 2.1 million students. Abandoning these students due to financial barriers is unacceptable.
We demand action. We call on our local representatives, the California Community Colleges Board of Governors, and state policymakers to enact legislation guaranteeing tuition-free community college for all California high school graduates until graduation. States like New York have already set the precedent with the ‘Excelsior Scholarship,’ making public colleges tuition-free for families earning up to $125,000 per year. California must take the lead.
