The Issue

I am writing this petition out of personal frustration and concern. I am a trained lawyer from Germany and the holder of a German Diploma in Public Administration. I came to Canada in March 2024.

As someone directly affected by the credential evaluation process through World Education Services (WES) Canada, I have personally experienced the difficulties that many face when dealing with an organization that operates with limited external accountability. The lack of transparency creates real, often costly, obstacles for immigrants and students who depend on these services to validate their educational credentials.

WES Canada evaluates educational qualifications for immigration, professional licensing, and academic admission; a role that shapes people's futures. Yet applicants frequently report inexplicable delays, inconsistent outcomes, and unresponsive customer support, with disputes dragging on for weeks or months while their chances at employment or further study hang in the balance. Public review platforms document the pattern clearly: on Trustpilot, WES's Canadian reviews consistently cite difficulties in contacting the company, with emails and support tickets often going unanswered, alongside complaints about slow response times and a lack of transparency regarding evaluation updates [Trustpilot, "World Education Services Reviews," https://ca.trustpilot.com/review/www.wes.org]. On ConsumerAffairs, common complaints include poor customer service and frequent document rejections [ConsumerAffairs, "World Education Services Reviews," https://www.consumeraffairs.com/education/world_education_services.html].

While these reviews aren't a scientific survey, the volume and consistency of the complaints point to a systemic issue. This is demonstrated, for example, by the initiative of the Ontario College of Social Workers and Social Service Workers, which recently launched its own survey of internationally trained applicants specifically to evaluate their experience with third-party credential assessment agencies, including WES Canada [OCSWSSW, "We want your feedback! OCSWSSW survey for internationally trained applicants," https://www.ocswssw.org/2025/09/29/we-want-your-feedback-ocswssw-survey-for-internationally-trained-applicants/].

To address this, I urge the Canadian government to establish a dedicated supervisory body to oversee Credential Evaluation Services' operations. This body should be responsible for:

  • Setting transparent, enforceable standards for evaluation timelines and communication
  • Ensuring consistency and fairness across evaluations
  • Providing an independent grievance and appeals mechanism for applicants
  • Conducting regular audits of WES's processes and performance

This oversight would not only build trust in institutions like WES Canada but would also protect the thousands of people who depend on its services for a fair shot at their future in Canada. Regulation and accountability will improve service delivery and outcomes for everyone involved.
