The American Society for the Prevention of Cruelty to Animals (ASPCA) reports that there are about 5,000 community animal shelters nationwide that are independent; there is no national law overseeing their actions.

Therefore, I urge lawmakers to establish a federal law superseding state laws on animal abuse, introducing stricter guidelines for the punishment of animal cruelty. This law would prohibit convicted abusers from owning pets, mandating prison time as a necessary part of the sentencing process.
