Establish an animal abuse registry in every Ohio county
The Issue
Animals don’t get to choose their home or the life they are handed. I have personally witnessed animal abuse, and because I was too scared and didn't have the resources to help, the person walked away with no consequences for their actions. This experience has stayed with me, weighing heavily on my heart and brimming over with feelings of guilt and helplessness.
In Ohio, animal abuse is an ongoing and serious issue. According to a 2022 report from the Animal Legal Defense Fund, Ohio ranks 34th in the nation for animal protection laws, signaling a dire need for improvement. Animals suffer at the hands of abusers who often escape justice due to the lack of a robust enforcement system. An animal abuse registry could be the turning point, providing protection and ensuring potential adopters and sellers can access the information needed to prevent further atrocities.
A statewide animal abuse registry in Ohio would not only help law enforcement keep track of offenders but also act as a deterrent against future crimes. This registry would be a publicly accessible database containing names and offenses of individuals convicted of animal cruelty. By requiring each of Ohio's 88 counties to participate, the registry would standardize data collection, strengthen animal protection laws, and contribute immensely to animal welfare.
Such registries have proved effective in other states, such as Tennessee, which implemented the first-ever animal abuse registry in 2016. In Tennessee, repeat offenses by registered abusers have significantly declined, which illustrates the potential impact a similar registry could have in Ohio.
We call upon Ohio legislators and Governor Mike DeWine to take immediate action to safeguard animals by establishing an animal abuse registry in every county. This is a logical and necessary step to ensure that past offenders are held accountable and cannot easily slip through the cracks to harm again.
