Secure the Future of Mandarin Immersion: SFUSD Must Create a K-8 Public School Option

We, the undersigned families and community members, call on the San Francisco Unified School District (SFUSD) to establish a K-8 Mandarin Immersion school to provide equitable, high-quality, and sustainable public Mandarin language education.

Currently, SFUSD’s Mandarin Immersion programs lack geographic continuity, create uncertainty for families, and fail to meet growing demand. The current K-5 to middle school pipeline feeding into Aptos Middle School is not only logistically burdensome but also leaves families unsure about the future of their children’s education. Furthermore, SFUSD offers K-8 immersion programs in Spanish, Cantonese, Filipino/Tagalog, and Korean—but not Mandarin.

This petition represents the voices of families who want a long-term, stable, and high-performing public Mandarin immersion option. We urge SFUSD leadership to prioritize the creation of a centrally located K-8 Mandarin Immersion school that meets the needs of students, families, and the district’s broader equity and resource goals.

Why SFUSD Needs a K-8 Mandarin Immersion School

1. Immersion Education Works Best in a K-8 Format
Language immersion programs thrive when students have a seamless pathway from kindergarten through middle school. A K-8 structure supports socio-emotional development, builds a cohesive school culture, and fosters academic excellence by allowing students to stay with the same community and teachers.

2. Geographic Equity and Environmental Impact

• Access and Equity: Current Mandarin immersion programs are concentrated in the far south and east of the city, limiting access for families in central and western neighborhoods. A centrally located K-8 school would address this inequity and ensure all families can participate in Mandarin immersion.
• Transportation Burden: The current feeder system between Starr King Elementary and Aptos Middle School forces families to manage a 6-mile gap between campuses, leading to unnecessary commuting challenges, traffic congestion, and wasted resources.
• Climate-Friendly Solution: By consolidating Mandarin programs into a single, centrally located facility, SFUSD would reduce city-wide driving, traffic congestion, and greenhouse gas emissions, aligning with San Francisco’s climate goals.

3. Cost Efficiency and Resource Optimization

• No Major Capital Investment Required: SFUSD can repurpose an underutilized facility to create a K-8 Mandarin Immersion school, avoiding significant new capital expenditures.
• Efficient Resource Allocation: A campus that combines K-5th and 6th-8th formats in one facility could offer reduce administrative duplication, optimize teaching resources, and ensure classrooms are fully utilized, eliminating inefficiencies created by under-enrolled campuses.

4. Stability and Predictability for Families
The current K-5 to Aptos model has faced staffing shortages and logistical inconsistencies, creating uncertainty for families. A K-8 Mandarin Immersion school would offer stability and a clear educational pathway, giving families confidence in the district’s ability to support their children’s language education.

5. Community Building and Educational Excellence

• Stronger Community Ties: A K-8 MI campus would foster a more connected community of Mandarin immersion families, enhancing opportunities for collaboration, shared resources, and peer support.
• Improved Teacher Support: A fully staffed MI faculty would create a nexus for Mandarin teachers to collaborate, share best practices, and deliver high-quality instruction across all grade levels.

6. Growing Demand for Mandarin Immersion
San Francisco families increasingly seek Mandarin immersion options, as evidenced by the proliferation of private K-8 Mandarin schools and Mandarin daycares. SFUSD is at risk of losing families to private options unless it addresses this demand with a strong public school solution.

7. Preparing Students for a Global Future
Mandarin is one of the most spoken languages in the world, and its importance in global business, diplomacy, and culture has grown dramatically since SFUSD first introduced immersion programs. A K-8 program would position students as future leaders, equipping them with skills to thrive in an interconnected global economy.

The Solution: A K-8 Mandarin Immersion School

We call on SFUSD to establish a K-8 Mandarin Immersion school to:

• Promote Excellence: Provide a seamless, high-quality immersion experience that supports academic achievement and socio-emotional growth.
• Ensure Equity: Address geographic disparities and offer all families equal access to Mandarin immersion.
• Optimize Resources: Maximize the use of existing facilities, reduce administrative redundancies, and achieve fully enrolled classrooms.
  Support Sustainability: Reduce transportation burdens, traffic congestion, and greenhouse gas emissions through geographic continuity.
