The Issue

We, the residents of Tool, are deeply invested in the future of our community. As we watch our beloved town grow and change, it is vital that we, the community, have a say in how developments take shape. Currently, the proposed Live Oak Vista planned development, located at Property ID# 230004 in Henderson CAD records, is advancing without the necessary means for public involvement and oversight.

The absence of a formal Planning and Zoning Commission in Tool leaves significant decisions about our town's layout and growth without the structured input from those who call this place home. Establishing such a commission would ensure that both residents and city officials are equipped to fully understand the implications of future developments. This commission would serve as a dedicated body to review proposals, gather public concerns, and contribute informed recommendations prior to council decisions.

Moreover, a Planning and Zoning Commission would deliver transparent governance, where decisions are made not just for the present but for future generations who will inherit what we establish today. By evaluating developments rigorously and providing an avenue for public feedback, this body can help align new projects with the community's vision. This is not just about Live Oak Vista; it is about how our town evolves sustainably, balancing development with preservation of our local character and resources.

We plead with our city council to prioritize the formation of a Planning and Zoning Commission, giving the people of Tool the voice they deserve in guiding the town's destiny. We need a commission that reflects our community's values, ensuring developments like Live Oak Vista enhance our town without compromising its essence.

Join us in championing a more inclusive, transparent, and deliberate planning process. Sign this petition and stand with us to shape a Tool that respects its people and plans thoughtfully for the future. Your signature will help urge our city council to establish a Planning and Zoning Commission, vital for meaningful community participation and sustainable development. Let us ensure that every step taken for our town's growth is a step we understand and support.

“I believe a diverse, qualified P&Z Board could be a valuable resource for Tool, researching projects, listening to residents, and helping the City Council connect citizen concerns with the practical realities of each proposal. Appointments should prioritize qualified individuals with experience in planning, zoning, real estate, construction, land development, engineering, and related fields. Members should receive training, and both the city and the board should use qualified consultants when needed. Residents and developers deserve a clear, fair, and consistent process. A lack of experience, shifting expectations, and unnecessary delays can derail viable projects and drive investment toward communities better prepared to evaluate them. These appointments carry real responsibility. Experience matters, preparation matters, and understanding the issues matters. Tool deserves a board that takes citizen concerns seriously and gives the council recommendations grounded in facts and sound judgment. Gregory P. Figueroa Mayor Pro-Tem Councilman- City of Tool”

“I am in support of a Planning and Zoning board. I posted on the City’s message board before Councilman Figueroa’s version. I do not feel like the extreme qualifications requested by Councilman Figueroa represent a a cross mix of the citizens. Yes we need it and soon. “Thank you for reaching out regarding the petition. The mayor and a current council member have both submitted ordinances that would establish a Planning and Zoning Commission in the City of Tool, at this October's meeting on Thursday, for discussion only. Both ordinances, pursuant to Chapter 211 of the Texas Local Government Code, would create a P&Z Commission. One ordinance outlines the functionalities of the Planning and Zoning Commission, dealing with subjects such as Land use; Thoroughfares and transportation by rail, water, air or highway; Park and school sites; Public buildings; Housing and neighborhood improvements; Drainage; Utilities and services; Municipal expansion and annexation; Slum clearance and blighted areas; and Parking and use of streets and alleys. One ordinance outlines an application for the Planning and Zoning Commission that would be considered on the merits of professional or career experience; planning or zoning experience; professional licenses; municipal or governmental experience; relevant education and a college degree or advanced education. The Planning and Zoning Commission would consider zoning changes; variance requests and authorizing other land uses in the City of Tool's currently land use, per Tool's Planning Zoning Ordinance and per both ordinances. Thank you, Julius Kizzee City Administrator [Note: The Change.org Civic Engagement Team reaches out to decision makers to let them know about petitions in their community and to help facilitate engagement with supporters.
