HR 218 (Law Enforcement Officers Safety Act) Qualification can be done by just about anyone with minimal training.
I have a love/hate relationship with HR 218. On one hand I think that our Law Enforcement Officers have “earned” the ability to carry nationwide. On the other hand, the Second Amendment does not exclude any US Citizen from the RIGHT to keep and bear arms. Constitutional Rights are not to be earned, they are possesed from an individuals 18th birthday or naturalization that designates the status of United States citizen.
Those who are supporters of this law claim that LEOs are well trained and therefore more qualified to carry their firearms nationwide. That argument does not hold water in my opinion.
“In-service and HR218 will be required to shoot the same 38-round daylight qualification course as BRT (Basic Recruit Training), which will go into effect July 1, 2024, for the new firearms qualification cycle.” - Florida Department of Law Enforcement
The qualification: 38 Total round and must have 33 hits to qualify. (There may be slight varying differences, please advise if I got this wrong)
6 rounds from the 1 yard line in 6 seconds: Draw-Fire 2 rounds close combat. Then fire 2 rounds to the body, 1 round to the head (2 handed) while taking 2 steps back.
3 rounds from the 2 yard line in 3 seconds: Draw-Take 2 steps right while firing 3 rounds, then left.
2 rounds from the 5 yard line in 5 seconds: From the standing ready position, (right hand only,) fire 3 rounds, then left hand only.
2 rounds from the 7 yard line in 5 seconds: Draw step right, fire 2 rounds, then left.
12 rounds from the 7 yard line in 10 seconds: Draw step right, fire two mags of 6 rounds (2 handed grip).
6 rounds from the 15 yard line in 15 seconds: Draw, step right, engage with 6 rounds
Of note, the authorized targets to use are the DOE15, TQ15, TQ19 all of which have an extremely generous zone for qualification.
If LEOs (Retired and Active) are so well trained then why is their qualification such a child’s play event?
This is NOT a very difficult standard to meet and if this is the national standard for training, there should be zero opposition to my petition for a National CCW on the basis of training or “well-trained”. The NRA CCW Instructor qualification has a higher standard.
Please support my petition to show congress that American Citizens are not second-class.
