

Puppies, Short hair, or No hair Should not be Tethered During Freezing Temperatures.
The Issue
Currently there is no new york city law to protect vulnerable puppies, or dogs with short or no hair from being tethered in below freezing temperatures, I would like to petition to ADOPT, and ADD on to what our neighboring Ulster County and others have to protect the dogs.
Example: Ulster County, New York
d) The dog must not be tethered outdoors during a National Weather Service issued weather alerts or storm warning. No dog shall be tethered during snow or ice storms or thunderstorms. Dogs should not be tethered unless temperature is between 32F and 80F.

a. (1) No person shall tether, leash, . . .or cause such animal to be so restrained, for longer than three continuous hours in any continuous twelve-hour period.
In addition to NYC tethering law of above, I Propose to add New Regulation to complement the NYC Tethering law
*** A) Puppies and dogs that do have short hair, or no hair, should not be tethered under temperatures of below freezing 32F. No Dog shall be tethered outdoors during a National Weather Service issued weather alerts of snow, ice storms or thunderstorms storm warnings. In extreme heat of 80F no dog shall be tethered without the appropriate shelter from sun, food and water. ***
( Dogs with short hair and no hair, the allotted time of 3 hours is to long to stay outside when temperatures are below freezing, Due to the explosion of Christmas puppies many people have tied their puppies outside in the freezing cold, while they comfortably ate their restaurant for 35 – 40 mins. There has to be a regulation to protect puppies, short hair dogs, no hair dogs from these freezing temperatures. Please sign if you agree.
