Cal-EPA referenced the City of Los Angeles operates under an EPA authorized MS4 Permit which is directed by the laws of The Clean Water Act. Biosolids from raw sewage contain pathogens, viruses, bacteria and parasitic worms. “Dewatered or dried out biosolids” turn particulate/dust and become airborne. (Cal-EPA investigation requested at high concentrations of homeless in Skid Row) It is also important to note, high pressure washing of sidewalks is a cause for risk of spreading serious infectious diseases in particulate biosolids. Research shows the City of Los Angeles to be in violation of its MS4 Permit and therefore in violation of The Clean Water Act as follows: The Clean Water Act, section 402(p)(3)(B)(ii) requires MS4 permits to “effectively prohibit non-stormwater discharges into the storm sewers.” The permit implements this requirement, in part by requiring the development of procedures to investigate and eliminate illicit discharges.
