I'm not a cat person but this is all about fairness and equality, my friend recently had a cat run over by a speeding car,the driver didn't stop and it was left to a nabour to gather it up with a towel and place it outside my friends door, who was out. His 9 year old daughter came home from school to find it still alive,traumatised she phoned her dad it was taken to the vets with loss of blood and head injury, it died sometime later. This was a family member. It was a dog a horse, a sheep, a cow, a goat, etc,you would be required by law to stop, report it,and provide treatment ie vets etc.why not for cats they are family pets too.
