There are solutions coming to resolve lost account access. Mentioned by Dan Larimer, even if you lost your device you can still recover the access, however what is ETA on that matter no one knows. 

Proposed solution might be straightforward, fast, be automated and ruled by technology only. We propose a solution for BPs and Exchanges. Starting from big ones and those who are also having own block producers to push it forward. Those are Bitfinex and Huobi. 

Asking to sign this petition, specially those who lost access to EOS accounts, in case of funds transferred from their own exchange accounts. Have an interface where user can make a claim and it might go to Exchange's support to approve it. If everything is ok (e.g. account wasn't frozen, EOS funds didn't move for some period of time), then Block Producers can revert transaction or make transaction on behalf of EOSIO account.
