Every human being, regardless of their circumstances, is entitled to fundamental human rights. This includes individuals who are deprived of their liberty. Among these rights is the "Right to Hope," which encompasses the freedom to receive visits, communicate, and maintain human dignity. These rights are enshrined under international human rights law and are obligations that all states must respect, protect, and ensure.

The imprisoned Kurdish leader, Abdullah Öcalan, has been subjected to over two decades of prolonged isolation. This harsh reality is in direct contravention of the principles which require that even the rights of those incarcerated are respected. While recent improvements, such as the permission for resumption of visits, provide a glimpse of progress, they are not enough to rectify the continuing violation of Öcalan's basic human rights. His ongoing isolation deprives him of the fundamental Right to Hope and is a stark reminder of the need to address these injustices.

The European Committee for the Prevention of Torture (CPT) and other human rights organizations have repeatedly expressed concern over Öcalan's conditions of detention, emphasizing that these conditions are inhumane. Amnesty International, Human Rights Watch, and even the European Court of Human Rights have cited Öcalan's treatment and urged reforms that align with international standards.

We call upon the Turkish government and international bodies, including the United Nations and the European Union, to comply with their commitments to international human rights standards. Practical measures must be taken to ensure that Abdullah Öcalan and others in similar conditions are treated humanely and given an opportunity for hope. Immediate steps must include an end to prolonged isolation, provision of regular visits by family and legal representatives, and assurance that Öcalan's health and well-being are upheld.

We cannot stand by and allow these rights to be eroded. It is imperative for those in power to act decisively to restore Abdullah Öcalan's right to hope, a duty that is owed to every human being, regardless of their situation.
