The Issue
On the tragic day of September 30, 2026, my cousin’s son, Xavier Amaya Nungaray, lost his life at Franklin High School in Highland Park due to an avoidable incident of bullying. Xavier was brutally assaulted during class time by another student, and was denied the timely support of security intervention. What’s even more heart-wrenching is that instead of receiving help, the assault was recorded by students present at the location. This tragic sequence of events further spiraled as he fell from the fourth floor of his high school, and yet again, instead of aid, there was documentation of his fall. This speaks volumes about the lack of security, supervision, and immediate response strategies in our schools — gaps that must be addressed to prevent further tragedies.
Our schools, where students like Xavier go for safety, education, and growth, have become places where they suffer, both physically and emotionally. We demand action because no parent should ever have to bury a child because of bullying and ineffective school security. It is evident that schools in LAUSD are not equipped with the necessary resources and systems to ensure the safety of all students under their care.
We, the parents of LAUSD students, are calling for comprehensive security enhancements in schools across Los Angeles. We believe that several measures are critical in addressing these pressing concerns:
1. **Increase Surveillance Measures:** Installation of additional security cameras at strategic locations within all school premises to monitor and deter any potential bullying or violence.
2. **On-Campus Police Officers:** Ensure that every school campus, especially larger ones like Franklin High, have trained police officers on site. Their presence can serve as a strong deterrent and provide immediate response in emergencies.
3. **Training for Security Staff:** Equip existing staff security with the right training and resources so they can act swiftly and effectively during incidents.
4. **Improve Communication:** Provide campus staff with more walkie-talkies to maintain quick and effective communication, thus enabling faster response times during emergencies.
5. **Enhance Physical Safety Features:** Install safer railing systems on every floor, which could prevent accidents and tragedies similar to Xavier’s.
