In the city of Guanajuato, declared a UNESCO World Heritage Site, there are FIFTY DOGS AND CATS KILLED EVERY WEEK at CECA (Animal Control Center). The animals are captured using inhumane methods, housed in very reduced spaces. Some are sick, injured, or pregnant. Others are aggressive and in panic. In less than one week from the date of their capture they are killed, primarily by electrocution.

We who sign this petition request you, as the PRIMARY PERSON IN AUTHORITY in the city of Guanajuato, to:

 1. Provide OBLIGATORY AND FREE spay/neuter of cats and dogs who have owners.

2. The capture, sterilization, vaccination, and medical treatment of abandoned and stray dogs and cats, and that they be offered for adoption.

3. To establish a municipal annual tax for having an unsterilized pet.

4. To create a municipal registry of pets and owners.

5. Ensure that the Animal Control Center (CECA) use its facility to it potential and offer educational and adoption programs.

6. To provide adequate training in the humane treatment of animals to Animal Control personnel.

7. Prohibit the breeding and sale of puppies.

8. Apply and enforce the Animal Welfare Law, especially in regards to the mistreatment and abandonment of animals.

 We feel it is necessary to address this problem for various reasons:

 1. The mistreatment of animals by many guardians is inhumane. Animals, as sentient beings, suffer when they are abandoned, mistreated, neglected or cruelly treated by people.

2. The situation of stray dogs and cats can be a serious public health issue.

3. Tourists perceives Guanajuato as a city where its citizens are indifferent to animals, and tolerates the mistreatment and/or abandonment of them.

4. A society indifferent to the violence and torture of animals is likely to produce the same attitudes towards human beings. The link between violence against animals and that against humans has been proven.
