Enforce Zoning Code for Adult Care Homes in Scottsdale, AZ

The Issue

There are very few rules regulating Sober Living Homes (previously known as half-way houses) in Scottsdale, AZ. One of them is a distance requirement of 500' from another adult living facility. Many municipalities have not been enforcing this rule which in turn has allowed Sober Living Homes to be next door to one another. When you have adult living facilities so close together, you take away a neighborhood and turn it into a business park. 

Right now Alliance Sober Homes is in violation of the code. They are less than 500' from another assisted living facility. They were given 30 days to correct this violation. Instead of following the laws that everyone else does, they sent a letter from their attorney to the City of Scottsdale threatening to sue.

Cities and towns have been scared to enforce this rule for fear of a lawsuit. But what about the rights of its citizens who follow the rules and the laws? What about the rights of the families that want to raise their children in a community, not a business center? What about the rights of the people who are in these homes that want to be in a community, not put into a neighborhood where every house is a group home and offers no diversity?
