The Issue

A disturbing incident in Misamis Oriental showed a horse tied to the back of a moving truck and forced to run along the road. The animal had no choice but to keep up with the vehicle, risking injury, exhaustion, or death. This act caused visible stress and danger to the horse and sparked public concern after the image circulated online.

This behavior is wrong and unacceptable. Animals are living beings that feel pain, fear, and exhaustion. Forcing a horse to run while tied to a vehicle is a clear form of animal cruelty and goes against basic animal welfare, moral responsibility, and existing animal protection laws in the Philippines.

The incident involving a horse being tied to a moving truck is not just inhumane—it reflects a lack of awareness, responsibility, and respect for animal life.

Animals cannot speak for themselves. It is our duty to protect them.

Why Animal Cruelty Must Stop

  • Animals experience pain, fear, stress, and suffering just like humans.
  • Cruel treatment can lead to serious injury or death.
  • Animal abuse reflects poorly on our values as a community.
  • Philippine law (Animal Welfare Act) exists to protect animals from harm, and it must be enforced properly.

Cruelty should never be ignored, normalized, or excused.

What To Do When You See an Animal Being Mistreated

  • If you witness an animal being abused, mistreated, or tortured:
  • Do not ignore it. Silence allows abuse to continue.
  • Document safely (photos or videos) without putting yourself in danger.
  • Report the incident to:

           -Local Barangay officials

           -Local police

           -City or Municipal Veterinary Office

           -Animal welfare organizations

Share responsibly to raise awareness, not to spread hate.

Educate others about proper animal care and the law.

Promoting Proper and Humane Treatment of Animals

We call for the promotion of right practices in handling animals, including:

  • Using safe, humane, and appropriate methods when transporting animals
  • Never forcing animals to run, work, or move beyond their physical limits
  • Providing proper food, water, shelter, and rest
  • Educating owners, drivers, and the public about animal welfare
  • Strengthening enforcement of animal protection laws
  • Holding violators accountable for acts of cruelty

Call to Action

We urge the proper authorities to:

  • Investigate this incident thoroughly
  • Enforce animal welfare laws without exception
  • Educate communities on humane animal treatment
  • Prevent similar acts of cruelty from happening again

Animals deserve care, respect, and protection—not suffering.
