Enforce Paducah's Animal Ordinances and Establish an Animal Oversight Panel

The Issue

In the heart of Paducah, KY, several dogs have been living behind an unoccupied house for many months. Despite the city's ordinances prohibiting animals from being left at an unoccupied property and having a dog chained for more than 8 hours in a 24-hour period, these laws are not being enforced. The local animal control has signed off on their living conditions, likely because they're healthy. However, this does not negate the fact that these animals are living in conditions that violate our city's regulations.

Kentucky ranks nearly dead last in animal protection laws - but this doesn't mean Paducah has to follow suit. We need to hold our city accountable to enforce its own ordinances and protect our four-legged friends.

We propose that the city establish an animal oversight panel comprised of animal advocates and citizens who can work hand-in-hand with county animal control. This panel would ensure enforcement of existing laws and advocate for stronger protections where necessary.

It is time we take action to uphold our community values and protect all residents – human or otherwise – within our beloved city of Paducah.
