Petition to Enforce Hate Crime Tracking in Billings

 

To Mayor Cole, Chief St. John & Billings City Council Members,

We, the undersigned citizens and residents of Billings, hereby submit this petition urging the city to fulfill its federally mandated obligation to track and report hate crimes within its jurisdiction. Hate crimes pose a significant threat to the safety and well-being of our communities, and it is imperative that the city takes proactive measures to address this issue effectively.

Despite federal mandates requiring the collection and reporting of hate crime data, Billings has fallen short in fulfilling this obligation. The lack of comprehensive tracking mechanisms not only hinders law enforcement's ability to combat hate crimes but also prevents policymakers and community leaders from understanding the full scope and impact of these offenses. This deficiency undermines efforts to prevent and respond to hate-motivated violence and discrimination.

If the taxpayer money currently going into responding to crimes, crime cleanup, and investigations etc went towards the PREVENTION of it happening in the first place, it would not only reduce crime numbers but would also literally save lives.

By enforcing hate crime tracking in Montana, we can achieve the following objectives:

Enhanced Law Enforcement Response: Accurate data on hate crimes will enable law enforcement agencies to allocate resources effectively and respond promptly to incidents of hate-motivated violence or intimidation.
Support for Victims and Their Families: Tracking hate crimes will facilitate better support and assistance for victims, as well as their families, ensuring they receive the necessary resources and protection.
Prevention and Education: Comprehensive data collection will provide insights into the patterns and trends of hate crimes, enabling targeted prevention strategies - which is direly lacking at this point in time - as well as educational initiatives to promote tolerance and understanding.
Accountability and Justice: Properly documented hate crimes contribute to holding perpetrators accountable for their actions, sending a clear message that hate-fueled violence will not be tolerated in Billings or Montana as a whole.
Federal Compliance: Fulfilling our federally mandated obligation to track hate crimes not only upholds the rule of law but also ensures that Montana remains eligible for federal funding and support designated for combating hate crimes.
We recognize that addressing hate crimes requires a concerted effort from all sectors of society, including government agencies, Tribal Lands, law enforcement, community organizations, and individual citizens. Therefore, we call upon the City of Billings to take immediate action to enforce hate crime tracking measures, including:

Implementing comprehensive training programs for law enforcement personnel on identifying, investigating, and reporting hate crimes.
Establishing centralized reporting mechanisms to streamline the collection and analysis of hate crime data.
Collaborating with community stakeholders to raise awareness about hate crimes and promote reporting among affected individuals and communities.
Allocating sufficient resources and funding to support hate crime tracking and prevention initiatives.
As concerned residents of Billings (& its neighboring towns and Tribal Lands), we urge our elected officials to prioritize the enforcement of hate crime tracking measures and demonstrate a firm, consistent & dependable commitment to combating all forms of bigotry, intolerance, and discrimination. Together, let us work towards creating a safer and more inclusive city for all of its residents & neighbors alike.
