Children entrusted to the foster care system deserve safe and nurturing environments to grow and heal. Unfortunately, this is not always the case. There have been alarming cases where children, instead of finding refuge, have been subjected to neglect, abuse, and harm. Rigorous background checks for prospective foster parents and holding Child Protective Services (CPS) accountable for their placements are critical steps toward ensuring the safety and well-being of vulnerable children.

Renesmay's tragedy highlights the urgent need for change. The foster care system is meant to protect and care for the most vulnerable among us, yet too often, children like Renesmay fall through the cracks, finding themselves in harmful situations. Statistics from the National Foster Youth Institute reveal that over 250,000 children enter the foster care system every year in the U.S. A staggering number of these children experience further trauma due to insufficient checks and balances.

We propose implementing comprehensive background checks for all potential foster parents. This includes detailed investigations into their criminal history, psychological evaluations, and interviews with personal references. CPS must also be held accountable. Regular audits of the placements and mandatory follow-up visits should be enforced to ensure the child’s safety.

By appealing to lawmakers and child welfare agencies, we can push for legislative reforms that will overhaul current procedures. Ensuring proper training and support for social workers, along with community vigilance, will further enhance the protective measures these children need.

Based on the horrific events in our county, I have recently started drafting legislation to reform CYS practices, which addresses many of the same concerns raised in this petition. I recently circulated a co-sponsorship memo to all Representatives in the General Assembly (linked below), which marks the first step in the legislative process, as it allows other members to sign onto the bill. In addition to this, I have reintroduced my legislation to establish a child torture statute in Pennsylvania, as well as legislation allowing for consideration of the death penalty in extreme cases of child abuse and child sexual abuse.
