All,

Please call or email our Commissioners immediately! “Rules for thee, but not for me” is not acceptable! While Fouts’ honest responses are appreciated, it’s time to stop this clear example of government overreach!

Even if Coweta County is exempt from some zoning ordinances, this exemption does not allow them to bypass all procedural requirements. Due process, impact studies, and public hearings are essential for maintaining community trust.

This is the response I received from the Coweta County Administrator Michael Fouts:

Good morning, Mrs. Moro:

I hope that you're doing well.

Please reference my responses to your questions below.

1. When can we expect a Conditional Use permit to be filed since the property will no longer comply with the current zoning?

Response: Local government entities, like school districts, are exempt from zoning ordinances while operating within the jurisdiction. Accordingly, Coweta County has never rezoned property for public facilities, including parks.

2. Can you provide what due diligence has been completed at this time?

Response: Coweta County has obtained wetlands, cultural resources, and soil boring studies for the Prowell Park property. I believe this information was previously provided to you in response to an Open Records Request.

3. Is there a traffic study that has been completed?

Response: No, please refer to #1 above. A traffic study will not be performed for this County project.

4. When can we expect a DRI study?

Response: Please refer to #1 above. A DRI is only required when a local governing authority is considering action (rezoning) for a development that meets or exceeds the DRI thresholds (click here to review the State of Georgia regulations regarding DRIs).

5. Can the neighbors within 250 feet from all property lines receive a letter of the conceptual plans, or do you plan on just making it public before informing your neighbors?

Response: Once the civil engineering design is complete and we have draft construction plans, we will make this information available to the public. We anticipate the engineering design to be completed later this year.

6. Are you actively working with the Coweta County Community Development Staff?

Response: The Community Development staff are part of our team. Therefore, we will coordinate with them regarding applicable permits such as land disturbance.

Please let me know if you have any further questions at this time.

Best regards,

Michael
