Love, a beautiful and once healthy dog, suffered deeply at the hands of abusers, tragically, these abusers were her adopted family. Interactions that should've been filled with love and care were instead replaced with abuse and neglect. This unfortunate turn of events occurred under the watch of those in charge of Love's adoption process at the San Antonio Animal Shelter. These individuals included Shannon Sims, Previous Director @ S.A.A.C.S., and Michael Shannon, Current Director @ S.A.A.C.S.

A bill similar to the one we propose was passed in Texas in 2023 under the designation HB 598. This law ratifies measures that should have been applied in Love's case, underlining the negligence of those entrusted with her care and adoption. It is evident that Shannon Sims was knowledgeable about the abusive tendencies of Love's adopters, yet, for reasons unknown, Love was handed over to them.

The public deserves to know what led to this deplorable situation, especially given that we have a right to this information under The Right To Privacy Act. We demand full transparency and access to Love's adoption records. It is our collective responsibility to protect innocent lives, and in honoring Love's memory, we can ensure this horrifying incident never repeats.

We petition Shannon Sims and Michael Shannon to change their policies, practice full disclosure, and give Love the justice she deserves. Making their operation transparent will not only bring justice for Love but will also protect other animals from a similar fate.
