Yes, the UK's children's social care system is facing a crisis in 2025, with significant shortages in both foster placements and adopters, leading to longer waits for children. The lack of suitable placements is driving up costs and causing children to be placed out of area, which can be detrimental. Adoption agencies also struggle with a reduced number of prospective parents due to factors like the cost of living, and a critical lack of post-adoption support for families.

There is a significant shortfall of foster carers, which is contributing to a longer-term scarcity of suitable placements for looked-after children. 

Cost of Care:

The lack of placements has made them more expensive, with high profits being reported by some care providers, leading to councils having to pay high prices for care services. 

Children Placed Out of Area:

A growing proportion of children are being placed outside their local authority areas, with 45% of looked-after children placed out of area and 22% over 20 miles from home in 2024.

While the government has allocated funding to children's social care reform, reports suggest cuts to the Adoption and Special Guardianship Support Fund (ASGSF) have reduced therapy and support for families. 

Practical Barriers for Carers:

Practical barriers, such as housing policies not adequately supporting those who want to become foster carers, are preventing potential carers from coming forward.
