The Issue

As residents of Maricopa, we find ourselves held hostage by a monopoly that affects one of our most basic necessities: water. Global Water Resources (GWRS) - Santa Cruz Water Company, a private, for-profit entity, has full control over our water supply, owning both the pipes and treatment facilities. This lack of competition leaves us with no alternative provider, forcing over 68,130 connections in Maricopa to rely solely on their services.

This monopolistic setup leads to numerous issues that severely impact the community. One of the most pressing concerns is the frequent rate hikes. In 2019, for example, GWRS increased its rates yet again, further burdening residents financially. The absence of competitive pricing means they have no incentive to keep rates fair.

Furthermore, the number of complaints about the service quality is alarming. Residents routinely report issues ranging from water quality concerns to billing disputes, adding to the frustration of being captive customers. Unlike other cities that can negotiate with multiple providers to ensure quality service, Maricopa has no such options.

A previous attempt by city officials in 2012 to negotiate a purchase of the water system was outright rejected by Global Water. Their refusal to consider selling underscores the entrenchment of their position and highlights the need for change.

This monopoly is unsustainable and unfair. It's time for the Arizona Corporation Commission to take action. We urge them to investigate this monopoly, initiate regulations that could introduce competition, or even facilitate a city takeover of the water system to provide residents with a fair and sustainable service.

Water is a human right, not a luxury, and Maricopa's residents deserve access to reliable and affordable water services. Join us in advocating for a better future for everyone in Maricopa. Sign this petition and make a difference!
