I am a resident of Manila, deeply moved and troubled by the sight of our beloved horses pulling calesas under extreme heat conditions. These animals are often seen without access to food or water, laboring in temperatures that can reach up to 49 degrees Celsius. This is not only cruel but also a blatant disregard for animal rights.

Horses are sentient beings capable of feeling pain and distress. Subjecting them to such harsh conditions is both unnecessary and inhumane. According to the Animal Welfare Act of 1998 (Republic Act No. 8485), it is unlawful for any person to subject any animal to cruelty, maltreatment or neglect.

Manila's heat index has been reported by PAGASA (Philippine Atmospheric, Geophysical and Astronomical Services Administration) as one of the highest in the country, often reaching dangerous levels during summer months. It's high time we consider alternative modes of transportation that do not involve exploiting these innocent creatures.

We call upon local government officials and relevant authorities to take immediate action against this practice and enforce stricter regulations on animal welfare within our city.
