The Issue

As a retired U.S. military member living abroad, I find myself navigating the complex web of healthcare regulations that seem indifferent to the unique circumstances of veterans like me. When I enrolled in TRICARE, I knew it was designed to ensure the health and well-being of military retirees. However, the requirement to enroll in Medicare Part B to maintain TRICARE eligibility, despite living outside the U.S. where Medicare benefits do not reach, has placed an undue financial burden on me and countless others.

The heart of this issue lies in the fact that Medicare Part B, which covers medical insurance, does not extend its coverage internationally. Yet, U.S. policy mandates that military retirees living overseas enroll in Part B even though it offers no benefits, forcing us to pay thousands annually for a service we cannot use. The very essence of TRICARE’s commitment is undermined by this rule, leaving veterans abroad feeling penalized simply for choosing a life outside the country.

Consider the numbers: there are over 9 million Americans living abroad, a significant portion of whom are retired military personnel. These individuals have honored their commitments with dignity and have contributed immensely to the nation’s security. The current policy not only discounts their service but strains their financial resources. It's an unnecessary penalty that restricts us, retired veterans, who, for various reasons, have chosen to live our lives in different parts of the world.

A practical solution to this issue would be to exempt overseas retirees from the Medicare Part B requirement while maintaining their TRICARE eligibility. Such a change would not only relieve substantial financial pressure but would also be a testament to the nation’s gratitude towards its service members. It's time for the policy to reflect the reality that many of us live, recognizing the diversity of veteran lifestyles and the inadequacies of current healthcare stipulations to adequately support them.

I urge the Department of Defense and the Centers for Medicare & Medicaid Services to reevaluate this mandate. Our service was marked by dedication and sacrifice - asking for exemption from an irrelevant payment is both reasonable and just. By signing this petition, you stand in solidarity with military retirees worldwide who are advocating for a fair and equitable healthcare policy.
