We're almost to 200 signatures between the online and in-person versions of this petition, and we're gaining traction as more people learn about how intrusive and dangerous this system is. Flock Contract Documents Received from City
On October 20th, the City of Durango responded to a CORA request from us and provided the Flock contract documents. You can access and review the documents provided through the link below. Here are some some take-aways from a reviewing the documents released

- Disclosure clause enables Federal Law Enforcement to Access Durango Camera footage.
Section 5.3 of the Flock additional services contract reads as follows
"5.3 Disclosure of Footage. Subject to and during the Retention Period, Flock may access, use, preserve and/or disclose the Footage to law enforcement authorities, government officials, and/or third parties, if legally required to do so or if Flock has a good faith belief that such access, use, preservation or disclosure is reasonably necessary to comply with a legal process, enforce this Agreement, or detect, prevent or otherwise address security, privacy, fraud, or technical issues, or emergency situations."
This extremely broad clause affirms that Flock Safety can do whatever it pleases with footage collected from Flock cameras in Durango, including but not limited to, storing collected footage indefinitely, disclosing footage to federal law enforcement, to specific government officials, or other third parties (including other private corporations) as long as there is some pretense of doing so for a reason resembling an emergency, security, or law enforcement action.
This language confirms what we already knew; Durango does not own or control the footage collected by the Flock cameras, and has no control of how the company distributes the footage collected by the cameras.
- DPD Purchased a Mobile Flock Surveillance Trailer in July
An additional services agreement dated 7/1/2025 reveals a 2-year contract for the purchase and operation of a mobile camera trailer system with the flock cameras. This is the promotional page for the system on the Flock website https://www.flocksafety.com/products/mobile-security-trailer
In something of a departure from the "automated license plate readers" the mobile camera trailer material on the website advertises its ability to detect and capture footage of people within its range, eliminating the pretense that the Flock system only tracks cars.
Moreover, the imagery on the Flock website matches the pictures of the Durango Police Surveillance trailer spotted operating at Rotary Park on October 18th. This means that the Durango Police Department likely used the Flock Mobile Trailer to surveil the No King's Rally on October 18th. This means imagery and video of every attendee of the rally is potentially available to federal law enforcement.
- DPD Flock Contract will be up for Renewal in Early 2026
A short amendment document signed by Nick Stasi from DPD reveals that the final invoice for the Police Departments initial two year contract will be paid on 1/1/2026. This means that the Flock contract will be up for renewal in early 2026. The time to fight on this issue is right now! We can prevent the City and the Police Department from renewing the contracts.

Ft. Lewis College Installs Flock Cameras on Campus
In a move expanding Flock's presence in our community, the Fort Lewis College Police Department have installed Flock cameras monitoring the roads entering the campus. A group of students, staff, and faculty members are working to get more information from the College on this move. Ft. Lewis and DPD likely have a sharing agreement in place allowing both departments to use each other's camera systems. It is clear that the fight against AI-powered mass surveillance will have multiple fronts in our area
No Response from City Council on Email Flock Concerns

CORA Request for Flock Audit Logs Outstanding to DPD
As of today, we have also not yet received the Audit logs of searches performed by DPD using the Flock system. By Colorado statute, response is due by the end of this week. Stay tuned.
