In recent years, rapid advancements in technology, the internet, and artificial intelligence have become essential parts of modern life. Yet the people of Iran are trapped in a situation where their access to these technologies is heavily restricted — not once, but twice.
On one side, they face extensive domestic internet censorship, and on the other, they are blocked by international sanctions and service restrictions imposed by major global tech companies such as Google, X, OpenAI, Amazon, Meta, Anthropic, and others.

These restrictions, rather than limiting the reach of the Iranian government — which maintains access through satellite connections, foreign infrastructure, international phone numbers, and dedicated channels — have instead fallen entirely on ordinary Iranian citizens, who rely on these tools for education, research, business, creativity, and everyday life.

What is the problem?
Iranian users must first bypass government-imposed filtering just to reach the open internet.
Even after that, they are met with blanket bans from foreign tech companies that restrict all services for anyone connecting from Iran.
These policies have harmed students, researchers, developers, artists, startups, medical institutions, and countless small businesses.
Meanwhile, the authorities — the supposed targets of these restrictions — face no real barriers in accessing these same services.

Consequences of these restrictions
Millions are denied access to global education and knowledge
Job and income opportunities are disrupted
Adoption of modern technologies such as AI becomes impossible
Scientific and research progress is severely limited
Economic and psychological pressure on citizens increases
What we ask
We, the undersigned, respectfully call on global technology companies and international digital policy organizations to:

1. Lift technology and AI access restrictions imposed on ordinary Iranian users.
These sanctions affect the people, not the government.

2. Guarantee access to essential digital tools and online services for the people of Iran.
Knowledge and technology must never be used as political leverage.

3. Develop humane, transparent policies that distinguish citizens from governments.
Millions of innocent Iranians should not be punished for political decisions beyond their control.

Why this matters
Free access to knowledge is a fundamental human right.
Digital exclusion is a form of systematic injustice.
The voices of the Iranian people must be heard — not silenced.
We call on people around the world — human rights advocates, technologists, educators, and global citizens — to sign this petition and help deliver a clear message:

Technology sanctions hurt people, not governments.
Knowledge must be free for everyone.

لغو محدودیت‌های فناوری و هوش مصنوعی برای مردم ایران — دسترسی آزاد به دانش حق همه انسان‌هاست

در سال‌های اخیر، پیشرفت‌های بزرگ در فناوری، اینترنت و هوش مصنوعی به بخش جدایی‌ناپذیر زندگی بشر تبدیل شده است. اما مردم ایران در شرایطی گرفتار شده‌اند که دسترسی آن‌ها به این فناوری‌ها به‌طور مضاعف محدود شده است:
از یک طرف فیلترینگ گسترده داخلی و از طرف دیگر تحریم‌ها و محدودیت‌های شرکت‌های بین‌المللی فناوری مانند Google، X, OpenAI، Amazon، Meta، Anthropic و دیگران.

این محدودیت‌ها به‌جای آن‌که دسترسی حکومت ایران را محدود کنند—که از طریق ارتباطات ماهواره‌ای، سرورهای خارجی، شماره‌های بین‌المللی و زیرساخت‌های اختصاصی عملاً این سدها را دور می‌زند—در عمل بر دوش مردم عادی ایران افتاده‌اند؛ مردمی که برای کار، تحصیل، پژوهش، کسب‌وکار و رزق روزمره‌ی خود به این فناوری‌ها نیاز دارند.

مشکل چیست؟
مردم ایران برای دسترسی ساده به اینترنت آزاد باید از سد فیلترینگ داخلی عبور کنند.
پس از آن، باز هم با تحریم‌های شرکت‌های خارجی مواجه می‌شوند که به‌طور کامل سرویس‌های حیاتی را برای تمام کاربران با IP ایران مسدود کرده‌اند.
این تصمیمات، دانشجویان، پژوهشگران، دانش‌آموزان، برنامه‌نویسان، هنرمندان، استارتاپ‌ها، بیمارستان‌ها و حتی کسب‌وکارهای کوچک آنلاین را منزوی و ناتوان کرده است.
در مقابل، نهادهای حکومتی که قرار است این محدودیت‌ها «علیه آن‌ها» باشد، عملاً هیچ محدودیت واقعی ندارند و با ابزارهای ارتباطی امن و منابع خارجی، همچنان به تمام سرویس‌ها دسترسی مستقیم دارند.

پیامدهای این وضعیت
محرومیت میلیون‌ها انسان از آموزش جهانی
اختلال در فرصت‌های شغلی و درآمدزایی
عدم امکان استفاده از فناوری‌های جدید مانند هوش مصنوعی
عقب‌ماندگی پژوهشی و علمی
فشار روحی، اقتصادی و اجتماعی بر مردم

خواسته ما
ما، امضاکنندگان این درخواست، از شرکت‌های بزرگ فناوری و نهادهای جهانی می‌خواهیم:

۱. محدودیت‌های فناورانه علیه کاربران عادی ایران را لغو کنید.
تحریم خدمات آموزشی، هوش مصنوعی و ابزارهای دیجیتال مردم را هدف قرار می‌دهد، نه حکومت را.

۲. دسترسی مردم ایران به سرویس‌های آنلاین حیاتی را تضمین کنید.
دانش و ابزارهای دیجیتال نباید به‌عنوان اهرم سیاسی استفاده شوند.

۳. سیاستی شفاف و انسانی تدوین کنید که مردم را از حکومت جدا کند.
میلیون‌ها شهروند ایرانی که هیچ نقشی در تصمیمات سیاسی ندارند نباید قربانی شوند.

چرا این درخواست اهمیت دارد؟
آزادی دسترسی به دانش، یک حق بشر است.
محرومیت دیجیتال، یک بی‌عدالتی سیستماتیک است.
صدای مردم ایران باید شنیده شود—نه خاموش شود.
ما از تمام انسان‌ها، فعالان حقوق بشر، متخصصان فناوری و شهروندان جهان دعوت می‌کنیم که این درخواست را امضا کنند و پیام روشنی بفرستند:

تحریم تکنولوژی، مردم را هدف می‌گیرد نه حکومت‌ها.
دانش باید برای همه آزاد باشد.
