When this petition began, we asked people to reject silence, protect children, support survivors, and demand accountability. Today, that demand has become something more: a proposed legislative framework.

END SILENCE, INC. has developed the END SILENCE: No Second Victim Act—model legislation intended to strengthen child protection, prevent repeat victimization, improve survivor safeguards, and hold offenders and institutions accountable.

This is not a symbolic statement. It is a working legislative proposal now moving toward state-specific legal review, legislative refinement, and sponsorship. Before introduction, qualified attorneys and legislative counsel must review its constitutional, criminal-law, procedural, and state-specific provisions.

Now we need people willing to help carry it forward.
