PETITION TO END QUALIFIED AND SOVEREIGN IMMUNITY FOR FEDERAL OFFICERS

Subject: Justice for Jamarion Robinson – Ending Qualified and Sovereign Immunity for Federal Officers

We, the undersigned, call upon Congress to take immediate action to abolish qualified and sovereign immunity for federal law enforcement officers, ensuring accountability for excessive force, brutality, and wrongful deaths.
On August 5, 2016, 26-year-old Jamarion Robinson was brutally killed in his own home in East Point, Georgia, by a federal task force, including U.S. Marshals and local law enforcement officers. The officers fired over 110 shots, hitting Jamarion at least 76 times (76 bullet holes to his body). They also used flashbangs and grenades, continuing to fire upon his body even after he was incapacitated.
Jamarion was not a threat that warranted such overwhelming force. Yet, because of qualified immunity, the officers involved have evaded civil accountability, and due to sovereign immunity, the federal agencies responsible have faced no legal consequences.
Why This Petition Matters
The Legal Doctrines of Qualified and Sovereign Immunity:
Deny victims and families justice by blocking civil lawsuits against officers who violate citizens' rights.
Enable a culture of impunity where federal officers believe they can act without accountability.
Contradict fundamental American values by placing law enforcement above the law.
Jamarion Robinson’s case is not an isolated incident—time and time again, federal law enforcement officers have acted with excessive force, knowing they are protected by these legal shields.
Our Demands We, The People, Demand That Congress:
1. Abolish Qualified Immunity – Amend federal law (42 U.S.C. § 1983) to ensure law enforcement officers can be held personally liable for violating citizens' constitutional rights.
2. End Sovereign Immunity for Federal Law Enforcement – Allow lawsuits against federal agencies and officers who engage in brutality, excessive force, or misconduct.
3. Hold Federal Officers Accountable – Establish an independent federal review board to investigate and prosecute federal law enforcement officers who violate civil rights.
4. Pass- The Ending Qualified Immunity Act – Support legislation like the George Floyd Justice in Policing Act and expand it to cover all federal law enforcement officers.
Justice for Jamarion Robinson and Jamarion Robinson’s family deserves Justice. No officer should be above the law. Ending qualified and sovereign immunity is a necessary step toward stopping state-sanctioned violence and ensuring true accountability in law enforcement.
We, the undersigned, demand immediate legislative action to ensure no more lives are stolen by law enforcement without accountability.
