With few regulations governing dog breeding, anyone can breed and sell puppies, regardless of their experience, facilities or ability to care for the animals, leading to puppy mills and irresponsible backyard breeding and causing serious animal welfare problems nationwide. Breeding dogs endure being constantly pregnant, poor living conditions, inadequate veterinary care and little social interaction, while puppies may be sold far too young, unvaccinated, undesexed or with inherited health problems.

Such breeding also contributes to thousands of unwanted dogs that need homes each year, while breeders continue producing more puppies for profit. Rescue organisations are left to care for dogs with behavioural difficulties, genetic conditions and severe health problems, sometimes spending thousands of dollars on treatment. Many dogs are never rehomed and may ultimately be euthanised.

New Zealand needs stronger laws to protect dogs and hold breeders accountable. All dog breeders should be required to obtain a licence, meet clear welfare and housing standard, and provide appropriate veterinary care.  Regulations should also limit the number and frequency of pregnancies, establish minimum and maximum breeding ages, require health testing, and introduce regular inspections and penalties for defiance.

Dogs should not be treated as products for profit. Strong national regulations are urgently needed to ensure that every dog bred in New Zealand is treated with care and dignitiy. By signing this petition, you are supporting a future where all animals are treated with the respect they deserve.
