Many unregulated breeders continue to add to the population of animals that flood into shelters, many of which end up in kill shelters due to sheer numbers. By implementing stricter licensing requirements for breeders, Massachusetts can ensure that only those committed to ethical and responsible breeding practices are contributing to the state’s animal population.

We propose that Massachusetts legislators pass laws to ensure the immediate categorization of all current animal shelters as 'no-kill' facilities, providing them with the necessary resources and funding to transition smoothly. Additionally, implementing a licensing requirement for breeders would control overpopulation at its source, ensuring that every animal born has a likely chance of finding a loving home.
