Every year, over 100,000 animals are abandoned in South Korea.
That’s one animal abandoned every 5 minutes.

 

Many of them were once loved,
bought impulsively from pet shops, just because they were “cute.”

 

But when reality sets in,

when pets cry at night, get sick, or require time and money,
they are often treated like disposable products.

 

 

 

 

 

 

In South Korea, adopting a pet is often as easy as buying a product.

• NO waiting period.
• NO education.
• NO system to assess readiness.

Anyone can walk into a pet shop, sign a few documents,

and leave with a living animal within minutes with little preparation and few consequences.

As a result, many people adopt pets impulsively without fully understanding the long-term commitment of 10 to 15 years.

 
Soon after adoption, reality sets in:

 

 

 

 

 

 

According to the Korean Animal Welfare Awareness Survey,
many pet owners have considered giving up their pets due to

behavioral issues, financial burdens, lifestyle conflicts, and unexpected medical emergencies.
 

These are not rare situations. They are predictable.

Yet, adopters are not prepared for them.

And when they are overwhelmed, many turn to the only option they feel they have left: abandonment.

 

And for these animals, abandonment is not just a decision.
It is the difference between life and death.

 

 

 

 

 

 

According to the Ministry of Agriculture, Food and Rural Affairs,
over 130,000 animals are abandoned annually in South Korea.

 

Animal shelters, particularly in major cities like Seoul and Busan, are already operating beyond capacity,

struggling to manage the consequences of decisions made without preparation.

 

This needs to change.

This is not simply an issue of individual responsibility. It is a structural failure in how we allow pets to be acquired.

If the problem starts before adoption, the solution must start there too. 

 

Therefore, to address this, I propose the implementation of a structured system:

 

 

 

 

 

 

 

We propose “Operation: Not Today”,

a system that prevents impulsive pet adoption through:

• A mandatory waiting period before adoption
• Basic education about pet ownership
• A certification process to ensure responsibility

Adopting a pet should not be an impulsive decision;
it should be a prepared, responsible commitment.

This system introduces three key requirements before adoption:

 
1. Mandatory Waiting Period (6 Weeks)
Prospective adopters must wait 6 weeks before taking a pet home.

This prevents impulsive, same-day decisions
and encourages thoughtful consideration.

 

2. Required Education Program
During the waiting period, adopters must complete structured learning modules covering:

• the reality of pet shop supply chains and puppy mills
• the consequences of animal abandonment
• the full financial cost of pet ownership, including emergency scenarios
• long-term responsibilities, including aging and end-of-life care
• pet behavior, training, and common issues such as separation anxiety

This ensures adopters understand not just the joy, but the full responsibility of owning a pet.

 
3. Certification & Decision Assessment
After completing the program, applicants must:

• pass a final assessment
• respond to real-life scenario questions
• demonstrate readiness for long-term ownership

Only those who are certified can proceed with adoption.

Applicants who do not pass must revisit the program before reapplying. 

 

This system does not restrict adoption.
It ensures that adoption is a prepared, informed decision, not an impulsive one.

Owning a pet is not a simple purchase.
It is a responsibility that lasts over a decade.

 

If we can require a license to drive,
why don’t we require preparation to take care of a life?

 

We urge the South Korean government, policymakers, and animal welfare organizations
to implement a mandatory pre-adoption certification system.

This is a systemic problem, therefore it requires a systemic solution.

대한민국에서 반려동물을 입양하는 과정은
종종 물건을 구매하는 것만큼이나 간단합니다.

• 대기 기간도 없습니다.
• 교육도 없습니다.
• 입양자의 준비 상태를 확인하는 제도도 없습니다.

누구나 펫샵에 들어가 몇 장의 서류에 서명하고
몇 분 만에 생명을 데리고 나올 수 있습니다.
그 과정에서 충분한 준비나 책임에 대한 고민은 거의 이루어지지 않습니다.

 

그리고 얼마 지나지 않아 현실이 시작됩니다.

 

 

 

 

 

 

동물복지 국민의식조사에 따르면, 많은 반려인이 다음과 같은 이유로
반려동물의 파양 또는 유기를 고민한 적이 있다고 응답했습니다.

• 행동 문제
• 예상보다 큰 경제적 부담
• 생활 환경 및 근무 여건의 변화
• 갑작스러운 질병 및 의료비 발생
   

이러한 상황은 예외적인 일이 아닙니다.
충분히 예측 가능한 문제들입니다.

 

그럼에도 불구하고, 입양자들은 이에 대해 준비되어 있지 않습니다.

그리고 감당이 어려워지는 순간, 많은 이들이 선택하게 되는 마지막 방법이 바로 유기입니다.

 

그러나 동물에게 있어 유기는 단순한 선택이 아닙니다.
그것은 생존과 죽음을 가르는 문제입니다.

 

 

 

 

 

 

 

농림축산식품부 자료에 따르면, 대한민국에서는 매년 13만 마리 이상의 동물이 유기되고 있습니다.

 

서울과 부산 등 주요 도시의 동물 보호소는 이미 포화 상태이며, 

준비되지 않은 입양으로 인해 발생한 결과를 감당하기 위해 극심한 부담을 떠안고 있습니다.

 

 

 

 

 

 

 

 

이 문제는 개인의 책임만으로 설명할 수 없습니다.

반려동물을 쉽게 입양할 수 있도록 만든 구조적인 문제입니다.

 

이제는 바뀌어야 합니다.

반려동물이 ‘획득되는 방식’ 자체의 구조적 문제입니다.

 

문제가 입양 이전 단계에서 시작된다면,

이에 우리는 다음과 같은 제도의 도입을 제안합니다.

 

“Operation: Not Today” (오늘은 아닙니다)

: 충동적인 반려동물 입양을 방지하기 위한
사전 준비 기반 입양 시스템입니다.

 

1. 의무 대기 기간 (6주)

입양 희망자는 반려동물을 데려가기 전,

최소 6주간의 대기 기간을 가져야 합니다.

이는 즉각적인 충동적 선택을 방지하고

충분한 고민의 시간을 제공합니다.

 
2. 의무 교육 프로그램

대기 기간 동안 입양 희망자는 다음과 같은 내용을 포함한
교육 과정을 이수해야 합니다.

• 펫샵 공급 구조 및 번식장의 현실
• 유기의 결과와 보호소의 현실
• 반려동물 양육에 필요한 실제 비용
• 노령, 질병, 이별까지 포함한 장기 책임
• 행동 문제 및 기본 훈련 이해

이를 통해 반려동물 양육의 즐거움뿐만 아니라
책임의 무게까지 충분히 인지할 수 있도록 합니다.

 

3. 인증 및 최종 평가

교육 이수 후, 입양 희망자는

• 평가 시험 통과
• 실제 상황 기반 질문에 대한 대응 능력 검증
• 장기적 책임 수행 가능성 확인

과정을 거쳐야 합니다.

인증을 받은 사람만 입양이 가능하며,
통과하지 못할 경우 재교육 후 다시 신청할 수 있습니다.

 

이 제도는 입양을 제한하기 위한 것이 아닙니다.
입양이 ‘충동’이 아닌 ‘준비된 선택’이 되도록 만드는 것입니다.
