The Issue

For over two years, I have seen horses pulling heavy scrap carts down some of Hull’s busiest roads, including Spring Bank West.

It is deeply distressing to watch these animals forced into roaring traffic in all weather, from freezing winter conditions to blistering summer heatwaves on scorching tarmac, surrounded by heavy exhaust fumes and dangerous tailgating. Scrap collection can easily be done using vans. Instead, horses are being subjected to hazardous road conditions simply so operators can bypass basic costs, like road tax, public liability insurance, and business licensing, that every everyday driver and legitimate local business has to pay.

I’ve already raised these concerns with our local MP, Emma Hardy, who took the issue directly to Hull City Council. However, Council officers need clear proof of strong public support before introducing formal road restrictions and licensing enforcement.

Please join me in urging Hull City Council to take action. Sign this petition to protect equine welfare, close this regulatory loophole, and ensure safe, fair oversight on Hull's roads.
