Respected Authorities,
We, the undersigned nursing professionals and concerned citizens of India, respectfully submit this petition to draw your urgent attention to the unconstitutional and discriminatory gender-based recruitment policy implemented by AIIMS institutions since 2019.
❗ Petition Summary:
We demand the immediate revocation of the 80:20 Female:Male recruitment ratio being practiced in the Nursing Officer recruitment across AIIMS institutes. This policy was introduced without legal, scientific, or constitutional justification and violates Articles 14, 15, and 16 of the Constitution of India, which guarantee equality before the law, non-discrimination, and equal opportunity in public employment.
❗ Why This Is Important:
1. Unconstitutional Discrimination:
This policy restricts male candidates based solely on gender, denying them equal access to government employment.
2. Ignoring COVID-19 Contributions:
Male nurses served with distinction during the COVID-19 pandemic. Their sacrifice and service should be honored—not dismissed through exclusionary hiring.
3. Lack of Justification:
No scientific, legal, or ethical rationale exists for enforcing gender quotas in a professional field like nursing. The focus must remain on merit and competency.
📣 Our Demands:
We urge the Government of India and AIIMS authorities to:
1. Immediately revoke the 80:20 gender-based recruitment ratio.
2. Adopt a gender-neutral, merit-based recruitment policy in all AIIMS institutions.
3. Conduct a review of previous recruitment results influenced by the discriminatory policy and take corrective action.
4. Ensure transparency about the origin and rationale behind implementing such a policy.

We are a unified group of employed and unemployed male and female nursing officers, including Senior Nursing Officers, representing various states and institutions across India. Under the banner of Joint Working Committee (JWC), we stand for equality, fairness, and the constitutional rights of all candidates.
This movement is not against women in nursing, but against gender-based discrimination in public recruitment. We seek equal rights, not preferential treatment.

Gender-based discrimination in nursing and senior nursing officer recruitment is a deep-rooted issue that significantly hampers the development of a balanced healthcare service. This discrimination results not only in an unequal distribution of opportunities, but also widens the gender gap in the healthcare sector. According to a study by the World Health Organization, almost 70% of the global health workforce consists of women, yet they occupy fewer senior roles in comparison to their male counterparts (WHO report, 2019). With this petition, we aim to draw attention to and eliminate these discriminatory practices in the nursing recruitment process. We urge entities involved in nursing recruitment to undertake immediate measures to ensure a fair and balanced selection process, free of gender bias.
