Petition to End FIUPD’s Partnership with ICE

We, the students, faculty, alumni, and community members of Florida International University, stand united in opposition to the voluntary 287(g) agreement between the FIU Police Department (FIUPD) and U.S. Immigration and Customs Enforcement (ICE). This agreement enables FIUPD officers to perform federal immigration enforcement duties on our campus—actions that have no place at a university meant to foster learning, inclusion, and trust.

This agreement puts our campus community in danger. FIU is a Hispanic-Serving Institution where over 64% of the student body identifies as Hispanic or Latino, and many come from immigrant backgrounds. Already, students have expressed fear and confusion about their safety, worried that interactions with campus police could lead to immigration consequences. Instead of providing safety, this partnership undermines students' willingness to report crimes, seek help, or fully participate in campus life.

If this agreement continues, FIU risks betraying its values and alienating the very communities it claims to serve. Public trust in campus safety will continue to erode. Tuition dollars will be spent on enabling federal immigration enforcement, rather than supporting students’ academic and personal well-being. The presence of ICE-aligned enforcement on campus will chill speech, deter civic participation, and push vulnerable students further into the shadows.

Now is the time to act. The FIUPD-ICE agreement is voluntary—Florida law does not require it. Across the country, ICE has escalated its aggression, even targeting elected officials like Senator Alex Padilla and New York City Comptroller Brad Lander. If they can be targeted, what chance do students have? FIU must take a stand before irreversible harm is done to our campus community.

We therefore call on FIU’s Board of Trustees, President Jeanette Nuñez, and university administration to take the following actions:

  1. Immediately initiate the process to terminate the 287(g) agreement between FIUPD and ICE;
  2. Until termination is complete, implement strict limitations on the agreement's scope;
  3. Establish strong, public-facing policies that protect all FIU community members, regardless of immigration status;
  4. Create full transparency about all immigration enforcement activities on campus;
  5. Institute oversight procedures to prevent civil rights violations. Our university should prioritize creating a safe learning environment for all students. The current agreement undermines campus safety, misuses resources, and contradicts our educational mission.

We are Florida International University—not Florida ICE University. We urge our administration to honor this institution’s global mission, protect our diverse student body, and end this harmful agreement immediately.
