  My daughter was exposed to Methamphetamines at 18-months old (ultimately drugged with it as it was then in her system) and went through withdrawal (as documented by her pediatrician and the court ordered forensic psychological investigator), sexually abused, psychologically abused and suffered broken bones all during her father’s court ordered visitation.

• LVMPD refused to investigate this felony child endangerment case based on 18-month-old Sophia being positive for methamphetamines, during her father's court ordered visitation, also, once the case was opened by CPS the other minor in the dads home ALSO tested positive for meth yet CPS closed the case.  LVMPD did not investigate and there has been NO Accountability for this crime. NONE. How is that possible??  Keep reading to get your answer.
• Recently, her father shoved and AK-47 into my daughters back and did (what a trauma therapist called sexual abuse) during his court ordered visitation, but LVMPD said don't worry about it. She is now suffering PTSD as a result. Regardless of how hard I fight to save my daughter's life and how much money I have spent, this continues to be covered up because of a corrupt CPS/DCFS official appointed by the Clark County Commissioners, recommended by DFS. (Christine Kelleher) (and blue code of silence via his identical twin brother - mirror image of the Thomas valva case but we won’t get into that right now)   I have lists of other families this has happened to and is currently happening to.
• Christine Kelleher, Esq.,  John Kelleher, Esq.,  and others involved collaborated to change the proper outcome of Sophia's case and ultimately, they intentionally obstructed Sophia's justice.  They are responsible for the perpetuation of Sophia’s continued, weekly, court ordered abuse. 
• Christine and her husband (John T Kelleher) own a firm specializing in family law and child custody where child abuse allegations are par for the course [EXHIBIT 2]
• Christine Kelleher works actively in private practice representing clients under investigation for child abuse, with open CPS abuse cases.
• In conjunction with her position as a family law attorney, representing clients with child abuse allegations, Christine Kelleher. Esq., is also one of two CPS administrative hearing officers for all of Clark County, Nevada.
•  It has been verified that Christine Kelleher was appointed as an Administrative Hearing Officer for Nevada’s Department of Family Services (DFS)from August 19th, 2014 through present. Current contract 8/1/22 – 07/31/25. [EXHIBIT 1]
• Please find one of the Commission’s Meeting  Minutes verifying a date of appointment total appointment spanning 8 consecutive years. [EXHIBIT 1]
• Clark County Commissioners, appointed and continue to re-appoint Christine Kelleher as one of two DCFS administrative hearing officers, overseeing CPS appeals for all of Clark County. That’s about 2.2 million people.  At one point, and recently, she was one of only two of these officers.  It has been she and Michelle Tobler. 
• The Clark County Commissioners agenda states: “DFS recommends that the board re-appoint both candidates as DFS Administrative hearing officers.”
• Christine makes money, off record, representing perpetrators of child abuse and defends them against CPS abuse allegations all while holding the highest decision making position over CPS caseworkers in Clark county.  Again, just to remind you, Clark County Commissioners appointed her as a hearing officer where she hears CPS appeals. 
• Not only does Christine profit as a family law attorney, leveraging her authority with CPS, she also has persuasive power over the judiciary.  Christine Kelleher represents clients with child abuse cases and argues in their favor in front of Clark County Judges.  These Judges know Christine holds authority with CPS. And Christine is reasonably considered an expert on child abuse and CPS issues because of this.  For the love of God, she is basically a CPS judge!  Christine Kelleher holding an official position and making money on it is an abuse of power and the epitome of corruption.  
• How much reverence would a CPS social worker give to a CPS Administrative Hearing Officer representing a litigant with an open CPS/DCFS case?
• Where do Christine Kelleher’s loyalties lie?  With her client accused of abuse?  Where does that leave the children who need protection from abuse?
• One of Christine’s clients, my daughter’s father, had multiple CPS investigations opened against him.  Again, one of these investigations pertained to his involvement with Sophia being drugged with crystal meth.
• My daughter, Sophia and I have been involved in the Clark County (Nevada) Family Court system for over six years, she is only 7 years old.
• My daughter was drugged with Methamphetamines, sexually abused, psychologically abused and suffered broken bones all during her father’s court ordered visitation because of a corrupt official appointed by the Clark County Commissioners, recommended by DFS. (Christine Kelleher.)
• Christine Kelleher is abusing the public’s trust and she’s using her public office for personal gain.  Below is a picture of Christine arguing on behalf of her client (my daughter’s father) in a closed hearing and sealed child custody case. With multiple CPS investigations against her client, my daughter’s father.  Christine made MONEY doing this. 

 

 

 

• For MONEY. Christine represented the man accused of drugging my by baby with methamphetamines.  Below is baby Sophia, my daughter, in ICU, withdrawing from methamphetamines.  And yes, Christine Kelleher was Sophia’s dad’s attorney and Christine defended him against the CPS investigation where CPS closed the case and our trial judge stated he was at fault.       
• 
• Clark County Commissioners appointed Christine Kelleher, Esq., to provide a public service to the people of Clark County. Christine accepted a position servicing the public and was tasked to protect our CHILDREN!  Christine has turned the publicly trusted position in protecting our children into a CASH COW!
• CHRISTINE KELLEHER, Esq., is representing clients in family court for money.  These clients have CPS investigations against them, matter of fact in my case my child’s father had multiple CPS investigations open about drugging baby Sophia with meth, he had loaded and unsecured high-power weapons laying around baby Sophia’s bed and strewn about his home, he neglected her medical needs, neglecting to provide prescribed medications to our daughter, neglects her education, she endured broken bones with him.  Sophia was molested/sexually abused and recently dad put an AK-47 to her back and is biting her nipples.      
• CPS + Christine Kelleher = case closed.

• The very same public officer entrusted to PROTECT OUR CHILDREN is making money to protect her client against CPS.  This corrupt woman laughed, when I was on the stand crying my eyes out recalling the events that almost killed my daughter.  You can hear her laughing on video at my cries.
• Christine Kelleher’s money-making machine is a grave danger to Clark County children. This is epitome of corruption, she has been appointed to provide a public service by our Clark County Commission and is making private profit on it, not only private profit but she also has persuasive authority over judges in Clark County. She has the highest decision making authority over all of the CPS case workers. 
• When you have a public official who is using her position for private profit… well… that is how we define corruption.  Our commissioners are entrusted with protecting the public.  Even more importantly they are entrusted with protecting our children from monsters like Christine Kelleher, Esq.  Christine’s cash cow has likely killed children… her money- making CPS machine almost killed mine.  
• Christine Kelleher, as a CPS, administrative hearing officer holds one of the highest decision-making authorities over agency proceedings. It is reasonable to believe that case workers, supervisors and investigators within CPS know who Christine Kelleher is and feel inferior to her.  
• Christine is clearly active on family law cases yet the eighth district court’s portal with case information shows no activity on her part for at least the past 10 years.  Oddly all other attorneys listed on her firm’s website have active cases in the portal through to 2019 [Exhibit 3 ii ]   [Exhibit 3]   [Exhibit 4] 
• 06/15/2021, I Jennifer spoke at Clark County Commissioners meeting making them very well aware of this conflict of interest and the near death of my daughter Sophia, yet they still re-appointed Christine Kelleher to this position, leaving Clark County children in grave danger.
•  I have brought this to the Attention of Timothy Burch, he is “petitioner” requesting that Christine Kelleher be re-appointed.  Exhibit 1, very top of page “Petitioner: Timothy Burch, Director of Family Services.”
•  Timothy Burch is director of Family Services.  
•  See Attached email correspondences between Timothy Burch and I.[EXHIBIT 5]
• Mari Parlade (legal and strategic initiatives for CCDFS) was CC in all of these correspondences and Timothy Burch left this injustice in her hands. Neither of them provided a remedy in lieu if these services provided by Clark County Department of Family Services.  My daughter and I were not granted fair process, equal protection and equal access to public services. My child and I have been deprived equal protection under the Nevada Constitution and I have no fair access to CPS/DCFS because of willful misconduct of a public official and the employees whom Christine has decision making authority over.
• My mother, Barbara has filed a complaint with the Nevada Attorney General (11/18/2019) the Nevada Commission on Judicial Discipline and the Nevada State Bar.
• It should be noted that Christine Kelleher, Esq., was also employed to represent the legal interests for law enforcement, here in the state of Nevada. (Exhibit 1 ii) (Exhibit 2) [notate the comment earlier regarding the blue code of silence because of his identical twin brother who worked/now again works in law enforcement in the state of nevada]
• Could this be why I have personally witnessed a lack of adherence to procedure by law enforcement, refusing to carry out their policies to protect to Sophia and gross misconduct on behalf of their detectives who state “CPS found nothing wrong, so we can’t do anything.” Perhaps this is why LVMPD will not thoroughly investigate and protect Sophia from continued abuse, including when she was drugged with methamphetamines?
• My efforts in trying to mitigate this conflict is a clear showing of me trying to protect my daughter from abuse.  Government officials who abuse their position for private gain are dangerous to the liberties we hold most dear.
• Attached is an email from my then Attorney, Rhonda Forsberg stating; “Spoke with another attorney that I wanted to co-counsel due to her great relationship with Judge Moss.”    Also, it should be noted that my then Attorney Rhonda, never advised me of limitations on my constitutional rights, such as freedom of speech and if this were such a reason to withdrawal from my case, one would think this would have been a provision in the contract Ms. Forsberg had me sign, it was not. [EXHIBIT 6]
• Ms. Forsberg was swiftly “appointed” to become a Judge in Family Court. District 8, Department G upon her withdrawal from Sophia’s case.
• NOTATE:  Jennifer’s first Attorney (Prokopius) withdrew because he received a County contract from the Department of Family Services.   This was the only case he withdrew from.
• After AG complaint filed regarding this conflict of interest and complaint to Timothy Burch & Mari Parlade’ of CCDFS regarding this conflict of interest [09/23/2020], Christine removed “DCFS Judge” from her biography on her law firm’s website. [EXHIBIT 7]
• The consequences of such conflict of interest has created an unconstitutional level of deprivation and suppression. Obstruction of justice is the issue.
• Christine Kelleher’s blatant misuse of her position has created a climate of hostility between CPS, LVMPD and family courts, as CPS’s absolute power over all entities trumps all possibility of Sophia’s ability to have equal rights and any of her civil liberties and God given rights to be recognized. This conflict causes Sophia’s civil liberties to be stripped from her. As a result of this conflict of interest that Christine Kelleher has created, I am unable to believe with good conscience that utilizing CPS will serve to protect my daughter, Sophia. 
• Christine Kelleher has laid the foundation for the direction in which all of Sophia’s brave attempts to be saved from her abuser are reacted to by the very agencies in this county put in place to protect her. It will not matter if John and Christine recuse themselves. Every time a CPS report is made (always by mandated reporters) (CPS then falsifies who reported the claim), CPS then shuts it down. Other times, like when Sophia’s bones were broken they didn’t investigate, never spoke to Sophia or her health care providers.  Then LVMPD and Family Court state because CPS shut it down, there is nothing they can do, label Sophia mental (with no proof) and Sophia’s abuse continues.  
•  As the court ordered forensic stated in his report, Sophia is in “grave danger” and “prognosis in this case is guarded and poor.”
• There exists and unethical conflict where a publicly appointed Government Official is using her position to influence government employees for private gain.  This conflict is unethical and unlawfully influential, creating a volatile and unpredictable process within the very agencies put in place to protect my child, Sophia. 
• The consequences of such conflict of interest have created an unconstitutional level of deprivation and suppression. Christine continues to tailor the outcome of family law cases containing allegations of abuse to fit the needs of her clients in her private practice, using her public position for private profit. This is obstruction of justice.
• Considering the innumerable number of complaints filed by many individuals with no resolve, I am horrified to have encountered this type of abuse and know our elected officials allow this type of atrocities to unfold.

The message above is an example of another family targeted by Christine Kelleher.  WHY?  Why does Christine Kelleher target CHILDREN in Clark County Nevada?  A flood of families have come to me in despair sharing their stories of trauma that Christine & John Kelleher have caused their families.  The intentional trauma that our government officials turn a blind eye to. Childrens lives ruined. (Information has been redacted to protect the privacy of this family)

 

ABOVE: Comments made on social media about John & Christine Kelleher by others after reading this petition.  WHY?  Why does this husband-and-wife team work so hard (including lying, false allegations, filing fraudulent documents etc.) to force children into abuse (mental, emotional, physical and sexual) are they sociopaths?
