PETITION TO END BULLYING IN PIKE COUNTY SCHOOLS

Protecting Our Children from Physical, Verbal, Emotional, and Psychological Harm

To: The Pike County Board of Education, Superintendent, School Board Members, School Administrators, and School Leadership

We, the undersigned parents, guardians, students, educators, and concerned members of the Pike County community, respectfully call upon Pike County Schools to take stronger and more meaningful action to prevent and address bullying.

Every child deserves to attend school in an environment where they feel safe, respected, supported, and protected from abuse and intimidation.

Bullying does not always leave a physical bruise. Emotional and psychological abuse can have a profound and lasting impact on a child's confidence, education, relationships, and overall well-being. Repeated harassment, humiliation, threats, intimidation, social isolation, cyberbullying, and other forms of targeted emotional abuse should never be dismissed simply because there is no physical injury.

WE PETITION PIKE COUNTY SCHOOLS TO:
1. Recognize Severe Emotional and Psychological Bullying as Serious Misconduct
Adopt clear policies recognizing that severe, repeated, or intentional emotional and psychological abuse can be as harmful to a child as physical aggression.

Disciplinary consequences should reflect the severity, frequency, intent, and impact of the conduct. Serious emotional abuse should receive consequences comparable to serious physical misconduct when circumstances warrant.

2. Establish Clear and Consistent Consequences
Develop a transparent disciplinary framework for bullying that applies consistently across Pike County schools.

Policies should address:

Physical bullying
Verbal harassment
Threats and intimidation
Repeated humiliation or degradation
Social exclusion used as targeted harassment
Cyberbullying
Online harassment
Retaliation against students who report bullying
Encouraging or assisting others to bully
Repeated bullying after previous intervention
Students should not be subjected to continued harassment simply because previous reports did not result in meaningful action.

3. Create a Truly Anonymous Bullying Reporting System
Pike County Schools should establish an easily accessible anonymous reporting tool that allows students, parents, employees, and community members to report suspected bullying or threats without fear of retaliation.

The system should:

Allow reports 24 hours a day
Be accessible by phone and online
Permit anonymous submissions
Allow photographs, screenshots, or other documentation when appropriate
Provide a confirmation or tracking number so reports can be followed up without requiring the reporter to identify themselves
Immediately route reports involving threats or potential danger to appropriate school officials and emergency authorities when necessary
Protect students from retaliation for making good-faith reports
4. Require Timely Investigation and Documentation
Every credible bullying complaint should be documented and investigated promptly.

Parents and guardians should receive appropriate communication regarding the school's response, while respecting student privacy laws.

Schools should maintain records of repeated complaints so that patterns of behavior are not overlooked simply because individual incidents appear minor when considered separately.

5. Protect Students from Retaliation
Students who report bullying—or participate in an investigation—should be protected from retaliation, intimidation, harassment, or further targeting.

Retaliation should itself be treated as a serious violation of school policy.

6. Provide Support for Students Who Are Targeted
Students experiencing bullying should have access to appropriate school-based support, including counseling resources, trusted staff members, safety planning, and academic assistance when bullying has affected their ability to attend or participate in school.

7. Increase Transparency and Accountability
Pike County Schools should regularly review bullying complaints and disciplinary responses to determine whether current policies are actually protecting students.

The district should provide the community with appropriate, privacy-protected information regarding:

The number of bullying reports received
The types of complaints
How complaints were addressed
Measures being taken to prevent repeated incidents
OUR REQUEST
We are not asking Pike County Schools to punish children unfairly.

We are asking for consistent accountability, meaningful intervention, protection for victims, and policies that recognize the seriousness of psychological and emotional abuse.

A child should not have to suffer in silence until emotional damage becomes physical harm before adults take action.

Bullying is not "just kids being kids."

Words can cause wounds. Humiliation can cause lasting damage. Fear can keep a child from learning.

Our children deserve better.

We respectfully request that the Pike County Board of Education review and strengthen its bullying policies, establish meaningful consequences for severe emotional and psychological abuse, create a secure anonymous reporting system, and take measurable steps to ensure that every student can attend school free from bullying and fear.

We ask Pike County Schools to act now—not after another child is harmed
